The Recovery Act is designed to stimulate the economy through measures that, among other things, modernize the Nation's infrastructure, jump start American energy independence, and protect those in greatest need. Green Building is an approach to sustainable development that is designed to result in a property that reduces energy demand, costs less to operate, improves the residents’ quality of life, and reduces its impact on the environment. Issuance of the Notice implements the Green Retrofit Program.

HUD has scheduled a series of webcasts pertaining to ARRA implementation.  They are all next week, May 12, 13, and 14.  A description of each webcast, their dates and times can be found here.

HUD and the Department of Energy (DOE) have announced an interagency agreement that will help pave the way for the Weatherization of HUD assisted and LIHTC properties. DOE has concluded that existing income verification procedures for HUD assisted, public housing, and LIHTC properties are sufficient for determining eligibility for the Weatherization Assistance Program (WAP). This agreement reduces a significant administrative obstacle to improving the energy efficiency and livability of these homes.

State Updates House Passes FY 10 Budget; Adopts Amendments to Maintain MRVP, Other Critical Programs On May 1st, the House of Representatives adopted its FY 2010 budget, which included amendments to preserve several critical affordable housing programs.

Under NSP2, HUD allocated $1.93 billion on a competitive basis to states, local governments, and non profit organizations. The program objectives and eligible uses did not change under the Recovery Act, but the allocation process and some regulations on the funds have changed. The deadline to apply for NSP2 funding is July 17, 2009. See NSP2 NOFA for details.

Economic activity in Massachusetts is estimated to have declined at a 4.2 percent annualized rate in the first quarter of 2009, according to the MassBenchmarks Current Economic Index. The US Bureau of Economic Analysis reported today that the national economy declined at an estimated annual rate of 6.1 percent during the same period. WASHINGTON – The Obama Administration today announced details of new efforts to help bring relief to responsible homeowners under the Making Home Affordable Program, including an effort to achieve greater affordability for homeowners by lowering payments on their second mortgages as well as a set of measures to help underwater borrowers stay in their homes.
