DHCD is seeking a Specialized Family & Supportive Services Manager for the Division of Housing Stabilization!

 

AGENCY MISSION:

Department of Housing and Community Development (DHCD) is within Housing and Economic Development Secretariat and its work touches the lives of all Massachusetts residents.

OVERVIEW OF ROLE:

The Department of Housing and Community Development (DHCD) oversees expenditures of over $1B annually among four Divisions that support public housing and rental assistance, community service programs, housing development, and homelessness. The Division of Housing Stabilization (DHS) oversees the state funded emergency shelter systems for family households and individuals as well as federally funded programs through the Emergency Solutions Grant (ESG) and one Continuum of Care (CoC) jurisdiction (called Balance of State).

 

The Specialized Family and Supportive Services Manager is an essential management position to support the Division’s newly procured Emergency Assistance (EA) Scope of Service, which provides emergency shelter services to families experiencing homelessness. The Specialized Family and Supportive Services Manager upholds the Department’s commitment to ensuring homelessness among families is brief, rare, and non-reoccurring.

 

This position is responsible for establishing a network of interagency contacts and supports for access to specialized supportive services necessary within the EA family shelter system.

 

The incumbent is responsible for navigating distinct systems of care under various branches within the Executive Office of Health and Human Serviced (EOHHS) to support families with debilitating, unmet health, and social service needs. The incumbent works directly with providers and families to establish a cross system response to effectively resolve barriers and ensure family connection to appropriate resources. The incumbent serves as the Department’s lead expert in system wide case management service delivery, leads case consultations and builds pathways to case management and stabilization goals for families with unique complex service needs. They maintain a rolling case load of 25 families at any given time.

 

This position is also responsible for coordination with various administrators (non-for-profit and private) of affordable housing resources to create opportunities for access to subsidy programs, expediting re-housing and longer-term stability beyond shelter.

 

The incumbent directly supports shelter agency staff, DHCD staff, as well as program participants to improve case management service delivery, increase housing placement outcomes, shorten length of shelter stays, and reduce overall family homelessness in the Commonwealth.

 

The Specialized Family and Supportive Services Manager will report to the Director of Contracts and Family Crisis Intervention.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1) Building Relationships:

  • Creates systems for effective referrals and system/service coordination for EA families and shelter providers across state/local agencies and nonprofits
  • Is knowledgeable in various systems of care within the Commonwealth specializing in supports inclusive of but not limited to mental/behavioral health, developmental and physical health, substance use/recovery supports, domestic violence resources, child wellbeing and parenting supports.

 

2) Program Design and Execution:

  • Develops & disseminates clear criterion for shelter staff to identify families in need of more intensive supportive services and provide direct case consultation as well as case management where unmet service needs are identified and pathways connecting to other systems of care are determined necessary.
  • Supports the housing of long-term stayers and families with complex service needs.

 

3) Voucher Distribution:

  • Works closely with the Rapid Rehousing Manager to develop voucher distribution strategies that meet fair housing laws and program implementation strategies that are administratively efficient to support families with complex service needs.

 

4) Education and Training:

  • Provides opportunities for shelter staff to enhance service delivery and appropriate trauma informed response strategies working directly with families in shelter.

 

5) Collaboration:

  • Develops and/or joins intra-agency workgroups and committees related to addressing complex service needs.
  • Participates in regular meetings with shelter staff, families, DHS staff, and other essential stakeholders at the local and state level to facilitate sharing of best practices to support families experiencing significant challenges in shelter.

 

6) Reporting:

  • Prepares and provides reports upon request.
  • Communicates trends.
  • Proposes response strategies to the Department around improving efforts and program outcomes.

 

PREFERRED QUALIFICATIONS:

  1. Experience directing services and collaborating with health and social service agencies.
  2. Experience working with low income families and assisting them in the navigation of resources.
  3. A proven ability to convene diverse stakeholder groups and make progress toward a common goal.
  4. Strong problem-solving skills.
  5. Deep knowledge of the homelessness and social service landscape in Massachusetts.
  6. Knowledge of housing programs and resources, with emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, public housing, supportive housing, and/or transitional housing.
  7. Familiarity with DHCD programs such as Home BASE, Emergency Assistance, and/or other DHCD rental assistance programs.
  8. Experience working with non-profit agencies.
  9. At least intermediate proficiency in using Microsoft Word and Excel to produce documents and reports.
  10. Ability to provide guidance to diverse groups and elicit support and cooperation.
  11. Excellent written and oral communication skills.
  12. Ability to analyze extensive reporting requirements for contracting agencies and coordinate implementation.
  13. Ability to take initiative, work effectively independently with minimal supervision in a team setting.
  14. Travel across the state will be required up to 50%. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

 

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

 

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

 

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

 

V. A Doctorate degree in a related field may be substituted for the required experience.
