Position Summary

Reporting to the Manager of Federal and State Appropriated Mortgage Programs, the Second Mortgage Program Analyst is responsible for supporting the growth of the Agency’s Home Ownership programs by providing technical support to the Manager of Federal/State Appropriated Mortgage programs in the research, review and evaluation, and compliance reporting on Federal and State Appropriated programs. 

 

Specific Duties and Responsibilities
 

  • Under the direction of the Manager of Federal/State Appropriated HO Mortgage Programs, the Second Mortgage Program Analyst provides expertise, research, and analysis on technical aspects of the bond and state appropriated programs of the Home Ownership Division with a focus on MRB 1st, state appropriated 2nd mortgage loans, and Grant Closing Activities.
  • The Second Mortgage Program Analyst functions as a technical specialist to assist with the Federal and State appropriations that fund single-family loans, down payment assistance loans and grants.
  • The duties include the support in the areas of grant approvals, compliance reporting and the disbursement on renovation loans and DPA grants for MassHousing’s home ownership programs

 

Knowledge, Skills and Abilities Required

 

  • Knowledge of and experience in loan underwriting, loan document analysis, escrow, negotiation, appraisals, funds disbursal and loan-related report production.
  • Knowledge of and experience in interpreting regulations, guidelines and policies associated with various affordable housing programs.
  • Experience in demonstrating ability to communicate clearly to all audiences (stakeholders, lenders, contractors, HO staff and management, etc.) regarding various affordable housing-related issues.
  • Effective self-starter who is also able to work collaboratively when appropriate.
  • Strong analytical and decision making/problem solving skills.
  • Excellent interpersonal, organization, prioritization, and time management skills.
  • Strong working knowledge of ATR/QM requirements
  • Working knowledge of compliance and disclosure requirements (TRID)
  • Working knowledge of Fair Housing Regulations
  • Encompass LOS experience preferred

 

Minimum Education and Training
 

  • Associate degree, or equivalent combination of education and experience
  • 2-4 years of experience in loan underwriting, loan document analysis, escrow, negotiation, appraisals, funds disbursal and loan-related report production.
  • 2-4 years of experience in interpreting regulations, guidelines and policies associated with various affordable housing programs.

 

Salary Range:  $72,956.00 to $94,842.00

This position has been designated as “Flex” under MassHousing’s Alternative Work Schedule (AWS)-hybrid work model which means; employee is in the office at least eight days a month.
