Job Description

The Massachusetts Housing Partnership (MHP) is a statewide public non-profit affordable housing organization that works in concert with the Governor and the state Department of Housing and Community Development to help increase the supply of affordable housing in Massachusetts.  MHP focuses its efforts in three main areas: Community Assistance, Rental Development, and Homeownership. 

The Community Assistance team provides support to communities and nonprofits statewide by engaging in state-level policy work, trainings, workshops, publications, zoning analysis, and both direct and third-party technical assistance.  Much of the external work is done in collaboration with municipalities, regional and state-level organizations. 

The Massachusetts Housing Partnership’s Community Assistance Team is seeking a Program Manager to provide direct pre-development and development technical assistance to municipalities, housing authorities and other organizations in support of the development and preservation of affordable housing. 

 

Job Description & Qualifications:  The position requires a deep working knowledge of affordable housing development and the state’s Comprehensive Permit Law MGL Ch.40B.  Familiarity with municipal government, state public housing and public procurement and disposition laws is beneficial.  This individual must be a strong team player and possess excellent communication skills. 

The Program Manager will manage third-party contracts for technical assistance, coordinate consultants and the pre-development process, prepare affordable housing feasibility analyses and proformas, write MGL Ch. 30B compliant requests for proposals, foster relationships and develop regular communication with municipal stakeholders, and provide training and training support for community groups as needed.   

All Community Assistance team members participate and support MHP’s training program, in particular the annual Housing Institute in June.

Qualifications:  Applicants must have a minimum of 7 years’ relevant experience in community and/or affordable housing development and a working knowledge of MGL Ch. 40B, excellent real estate development analysis skills, excellent written and verbal communication skills. Bachelor’s degree required, Master’s preferred.  A demonstrated commitment to affordable housing, understanding of Massachusetts’ municipalities, and the ability to work independently are required. 

A valid driver’s license and traveling within the state and evening meetings are required.
