Housing Development Project Manager

 

Title: Housing Development Project Manager

FLSA Status: Exempt

 

Position Summary

Reporting to the Director of Real Estate Development, the Housing Development Project Manager is responsible to support the Director in all phases of project development including site search, acquisition, permitting, securing funding sources, construction, and occupancy.

 

Essential Duties and Responsibilities:

Project Management

  • Create and monitor development proform as.
  • Secure necessary zoning and site plan approvals.
  • Develop a clear plan for obtaining environmental clearance for the project.
  • Coordinate bidding of construction contract to include design assistance, bidding and execution of construction contract and updating project proformas.
  • Coordinate Project Closeout including regulatory compliance and coordination with Lenders and Investors.

 

Construction Management

  • Review contract documents, architectural drawings and specifications in order to maintain familiarity with assigned projects and ensure general contractor's full understanding of documents.
  • Attend all construction meetings and provide report to Wdc on all on-site matters, including third­ party inspections, progress, safety concerns and causes for delay.
  • Monitor work of the general contractor and serve as liaison between architect and general contractor.
  • For smaller development projects, assist in identification and selection of subcontractors.
  • For small development projects, develop and update project schedules.
  • Prepare, submit, and track requisitions for funds and the disbursements of funds.
  • Travel frequently to property sites and external meetings.
  • Other duties as assigned by the Director.

 

Education and Experience:

  • Bachelors' degree with a background in planning, architecture, economic development, finance or related professional experience.
  • Minimum of 3 years of causally related professional experience.
  • Field experience in affordable multi-family project management experience preferred.
  • Valid Driver's License and Insured vehicle. Safe driving record.

 

Knowledge, Skills and Competencies:

  • Customer service focused.
  • Knowledgeable of zoning and land use regulations, as well as CDBG, HOME regulations, and Low- Income Housing Tax Credit programs.
  • Self-starter. Work well independently, as well as a member of a team.
  • Creat ive problem-solver.
  • Proactive, highly organized and detail oriented.
  • Strong verbal and written communication skills .
  • Has high standards of professionalism and can positively represent Wdc/Hoc in the community
  • Proficiency with Microsoft Office suite and housing database systems.

While performing the duties of this job, the employee is regularly required to stand; sit; walk, use hands to finger, handle, or feel; reach with hands; and talk or hear. Occasionally required to climb stairs . Must have vehicle and be able to drive; travel to other locations such as construction and housing sites frequently, within the community and local region.

 

Work is performed both in an office environment and at construction sites and housing properties. The noise level in the work environment is usually moderate and sometimes loud. Employee is occasionally exposed to outside weather conditions and sites where safety and security are important. Occasional work after normal business hours. Use of phones, computer, fax and other general office equipment .
