The Housing Choice Voucher Program (HCVP) Systems and Project Coordinator provides technical support and training to Division of Rental Assistance (DRA) staff and the nine Regional Administering Agencies (RAA) subcontracted to administer approximately 22,000 federally funded Section 8 vouchers throughout the Commonwealth.

 

The HCVP Systems and Project Coordinator supports the Division by providing technical assistance on DHCD’s procured software, Tenmast, a MRI product that all Regional Administering Agencies are required to use to administer federal vouchers.  Technical support will take many forms including one-on-one guidance, conducting and/or facilitating large and small group trainings, and documenting written procedures on the system.  This position will play a pivotal role in supporting the rollout of new applications and system updates while supporting DHCD and the Regional Administering Agencies’ (RAA) staff throughout the process.  Additionally, this position will document all glitches identified in the software during audit control checks and information learned from colleagues.

 

The HCVP Systems and Project Coordinator will report to the Assistant Director of Program Operations in the DRA which is comprised of 24 staff.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

Technical Assistance and Training

  • Provides technical support for information systems used by division staff and the Regional Administering Agencies.
  • Facilitates updating of website information.
  • Provides one-on-one guidance and conducts and/or facilitates large and small group trainings.
  • Documents written procedures related to the software.

 

Collaboration with Rental Assistance Staff

  • Works with the Data and Systems Analyst to obtain reports and data elements necessary for identifying system concerns/glitches.  Reports to supervisor identified glitches and makes recommendations to supervisor for necessary course(s) of corrective action.
  • Works with the Performance and Compliance Analyst to address compliance and/or performance concerns specifically related to the software.

 

System Requirements/Enhancements:

  • Identifies concerns/discrepancies in the software through reports, audits, and collaboration with colleagues.
  • Makes recommendations for enhancements/updates to software or data collection in order to continue to meet federal reporting requirements.

 

Knowledgeable About Rental Assistance Programs

  • Maintains a comprehensive understanding of DHCD’s rental assistance programs.
  • Stays informed and knowledgeable about U.S. Department of Housing and Urban Development (HUD) data standards and requirements for rental assistance programs.
  • Successfully completes certification training programs in order to keep current with all federal Section 8 Housing Choice Voucher Program and Moving to Work Program subjects and information technology-related materials.

 

PREFERRED QUALIFICATIONS:

  1. Experience with any of the following is preferred: APIs, MySQL, GIS Mapping (ArcGIS), and Business Intelligence Tools (Microsoft Power BI, Tableau, etc.), statistical analysis software (Stata, etc.).
  2. Knowledge of HUD systems including Public and Indian Housing Information Center (PIC), Real Estate Assessment Center (REAC), Enterprise Income Verification (EIV), and/or voucher management software (especially WinTen2+) preferred.
  3. Extensive experience with Microsoft Office applications: at least intermediate proficiency using Microsoft Word, PowerPoint, Access, MS Teams, and Outlook and advanced proficiency utilizing Excel.
  4. Experience with housing and/or rental assistance programs is preferred.
  5. Strong analytical capabilities and demonstrated experience with data analysis and presenting of findings.
  6. Exceptional organizational and time management skills.
  7. Ability to communicate clearly and effectively both orally and in writing, with attention to detail and thoroughness for program evaluation and follow-up.
  8. Occasional travel throughout the Commonwealth will be required for training and maintaining an on-site presence with the Regional Administering Agencies. Some evening or weekend work may be necessary as the regular duties of this position.  Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.

This position is currently a telework position. In Spring 2022, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

 

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

 

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
