The Energy Programs Coordinator is a position within DHCD’s Community Services Division in the Energy Conservation Unit which oversees Divisional grant awards, field operations and technical assistance activities related chiefly to residential energy efficiency programs, including the Department of Energy (DOE) Weatherization Assistance Program (WAP), the Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP) component of the Low-Income Heating Energy Assistance Program (LIHEAP), and related programs.

The Energy Programs Coordinator is responsible for carrying out research, writing, and analytic assignments related to federally funded energy efficiency programs, the Department of Energy funded Weatherization Assistance Program (DOE WAP) and the Heating Emergency Assistance Retrofit Task Weatherization Assistance Program (HEARTWAP), DHCD’s heating system repair, replacement, and maintenance program, and other topics for the Energy Conservation Unit (ECU) and the Division of Community Services (DCS).  Responsible for: assisting with the development of program policy and guidance; State Plan development; Subgrantee (local operating agency) contracts and budget coordination; program assessments; providing grant management assistance to Subgrantees in the delivery of energy efficiency program services to income-eligible families and individuals; and responding to questions and concerns from the citizenry of the Commonwealth.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. Completes research and writing assignments related to energy efficiency programs and associated issues/topics for the Energy Conservation Unit (ECU) and the Division of Community Services (DCS).
  2. Assists the ECU Supervisor in analyzing program operations and provides recommendations for the improvement of program policies and processes to increase program effectiveness.
  3. Assists in the development and coordination of the program operators’ guidelines and State plans.
  4. Assists with the preparation and coordination of Subgrantee contracts, budgets and budget amendments.
  5. Reviews Subgrantee contracts, budgets, and budget amendments for accuracy.
  6. Assists with WAP and HEARTWAP Subgrantee program assessments and provides technical assistance in areas of program implementation, management and service delivery.
  7. Liaison for the ECU staff with the Low-Income Home Energy Assistance Program (LIHEAP) and Community Services Block Grant (CSBG) program staff.
  8. Interprets and communicates to Subgrantees, federal and state regulations and guidance governing the policy and programmatic operations of the programs.
  9. Responds to information requests from DCS staff, other DHCD staff, government agencies, and members of the public.
  10. Updates DHCD website pages and Program Fact Sheets relating to ECU programs, as required.
  11. Provide DOE WAP and HEARTWAP Subgrantees with grant management assistance and training.
  12. Recommends and assists in training programs for Subgrantees that may include the areas of outreach, strategic planning, project development, and linkages to other programs in DCS and DHCD.
  13. Other duties as assigned by the ECU Supervisor, Community Services Unit Manager, Deputy Associate Director or Associate Director.

PREFERRED QUALIFICATIONS:

  1. Ability to interpret federal and state policies, statutes, and regulations.
  2. Technical expertise related to residential weatherization and heating system work is preferred.
  3. Excellent analytical, oral and written communication skills, ability to produce clear and accurate reports and recommendations.
  4. At least intermediate proficiency using MS Word, Excel, and PowerPoint.
  5. Ability to identify, develop and implement new methods and procedures to achieve program goals.
  6. Ability to work with community groups, individual community residents, state officials and private sector professionals.
  7. Ability to be sensitive to the needs of income-eligible residents.
  8. Bachelor’s degree in related field preferred.
  9. Demonstrated ability to interpret various laws and regulations and to communicate effectively with a variety of public and private agencies.
  10. Ability to prepare or direct preparation of contract documents and to analyze budgets.
  11. Familiarity with DHCD housing and/or energy programs preferred.
  12. Some in-state and out-of-state travel will be required.

This position is currently a telework position. The successful candidate will work remotely but must be flexible and able to perform duties in a shared office workspace as required.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
