Department of Housing and Community Development (DHCD) is within Housing and Economic Development Secretariat and its work touches the lives of all Massachusetts residents.  DHCD's mission is to strengthen cities, towns and neighborhoods to enhance the quality of life of Massachusetts residents by providing leadership, professional assistance and financial resources to promote safe, decent affordable housing opportunities, economic vitality of communities and sound municipal management.

The Eviction Diversion Initiative (EDI) Data and Performance Manager supports Department of Housing and Community Development (DHCD) efforts to keep tenants safely in their homes and provide relief to landlords impacted by the COVID-19 pandemic. Significant state and federal resources are being dedicated to EDI through emergency housing assistance, legal services and community mediation, rapid-rehousing, and other programs, requiring robust data transparency and reporting. The EDI Data and Performance Manager serves a critical role within the Eviction Diversion Initiative by using data visualization platforms to analyze and track performance across EDI programs, enabling DHCD and its partners to better serve the Commonwealth’s most vulnerable households.

A successful candidate in this role will create new insights to evaluate specific program impacts and overall EDI outcomes, through data aggregation, problem-solving and analysis, and visualization. The individual will collaborate with and provide direction to EDI project staff to help establish sustainable data strategies that promote a data-driven culture across all EDI programs. The individual will also be responsible for responding to ad-hoc requests, assessing complex problems through statistical modeling and other tools, and developing insights to drive program- and policy-based solutions. The individual will work closely with the Director of Eviction Diversion Initiatives, Deputy Director for Programs and Strategy, and Chief of Programs.

Under the supervision of the Deputy Director for Programs and Strategy, the incumbent will be responsible for:

  1. Overseeing the data collection, data cleaning, and maintenance of internal and public EDI dashboards. Analyzing data to identify meaningful trends, and developing policy-relevant insights to improve EDI program efficacy.
  2. Building new dynamic internal and public EDI dashboards in Tableau or other data visualization platforms and presenting them to EDI leaders.
  3. Supporting the advancement of data collection, measurement, evaluation, and reporting across all EDI programs and additional DHCD programs in partnership with DHCD and EDI leadership.
  4. Developing presentations and/or reports on program impact and performance for multiple stakeholder groups, including front-line staff and agency executives.
  5. Collaborating with the Information Technology departments at the Executive Office of Housing and Economic Development (EOHED) and/or DHCD to manage and improve internal and public dashboard reporting for DHCD across a variety of programs, and developing systems to integrate data across distinct systems, which may include automation using Artificial Intelligence or Machine Learning.
  6. Collaborating with Director of Eviction Diversion Initiatives and other EDI project staff to respond to ad-hoc requests from DHCD leadership. Providing support to the DHCD and EOHED Communications teams enabling them to respond to press inquiries and/or to provide talking points for DHCD or EOHED leadership.

PREFERRED QUALIFICATIONS:

  1. Ability to build dynamic visualizations in Tableau using large datasets and multiple data sources.
  2. Demonstrated experience extracting and organizing raw data and data analytics.
  3. Knowledge in advanced Excel functions and competency in database development.
  4. Ability to determine the applicability of data, draw conclusions, present findings, and make appropriate recommendations to senior DHCD staff.
  5. Knowledge of analyzing and interpreting data using statistical analysis software, such as PowerBI, R or Stata, or Python.
  6. Experience in data-driven performance management or data science.
  7. Ability to perform tasks with attention to detail and thoroughness.
  8. Ability to think critically and take the initiative when presented with new tasks or assignments.
  9. Ability to work effectively independently with little supervision and collaboratively in a team setting.
  10. Excellent written and oral communication skills.
  11. Excellent time management skills, including the ability to balance multiple priorities, escalate issues, adjust to changing priorities and meet required deadlines.
  12. Knowledge of housing programs and resources and familiarity with DHCD EDI programs such as Emergency Rental Assistance Program (ERAP), Rental Assistance for Families in Transition (RAFT), Emergency Rental and Mortgage Assistance (ERMA), Emergency Assistance, HomeBASE and/or other DHCD rental assistance or housing programs.
  13. Public policy experience is preferred as well as experience working with non-profit agencies.

This is a 2 year position with benefits. The end date may be extended based on availability of funding.

This position is currently a telework position. The successful candidate will work remotely but must be flexible and able to perform duties in a shared office workspace as required.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate’s degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
