Job Description

The Assistant Program Director is responsible for oversight of the Low Threshold Transitional Housing Program, including the development and delivery of services and day to day operations of the program in accordance with contractual compliance.  The population of focus includes individuals struggling with homelessness, substance use, and mental health, and/or are at risk for or living with HIV/AIDS, and who may also face multiple barriers to housing.    

Essential Functions:

  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence at all times, including maintaining professional ethics, boundaries and client confidentiality
  • Collaborate in the development and launch of Victory Program’s new low-threshold housing program project, which consists of mobile housing search, advocacy and stabilization case management services, and a transitional housing site.
  • Once launched, assume primary responsibility for oversite of the day to day operations of the transitional housing site and ensure smooth integration with the mobile housing case management services component.
  • Coordinate and develop primary partnerships between VPI and other network partners including a strong collaboration with VPI Facilities Department.
  • Development and revise as necessary program/housing policies and procedures 
  • Coordinate all internal and external service linkages supportive of clients’ continuum of care.
  • Ensure that policies and procedures are being observed and administered by the staff to ensure proper delivery of services including operational and quality improvement plan.
  • Maintain effective documentation and record keeping systems, monthly reporting and files reviews
  • Manage the transitional housing program staff schedule and facilitation and monitoring of weekly staff meetings
  • Participate in an on-call rotation to ensure emergency coverage and support of the program.
  • Oversee case management services provided to residents, including review and approval of all resident service plans.
  • Oversee scheduling of groups and activities provided by internal and external community based organizations.
  • Support and conduct (as needed) screening and/or intake of new client admissions.
  • Maintain current working knowledge of referral sources such as housing, medical, outpatient counseling, dental, legal, HIV/AIDS client services, self-help groups and others to provide comprehensive services to the program clients
  • Maintain up to date knowledge of VPI’s financial policies, employee personnel handbook and safety (OSHA) regulations.
  • Actively participate in the Employee Lifecycle
  • Provide weekly supervision and periodic performance reviews to assigned staff, as well as orientation and on-going training for program staff.
  • Coordinate billing, and approve accounts payable and receivables.

Qualifications:

Bilingual/bicultural candidates strongly encouraged to apply.

  • Bachelor’s  degree and/ a minimum of five years of supervisory experience in housing services, addiction services, mental health or other similar and related organization including multiple reports is preferred
  • Knowledge of homeless population and related services strongly preferred.
  • Knowledge of and experience with individuals at risk for and/or living with HIV/AIDS, and individuals who use substances strongly preferred
  • Knowledge of State and Federal housing programs strongly desired
  • Experience and competency in working with individuals of diverse race/ethnicity, sexual orientation, gender identity, sex and drug cultures, age groups, religion, country of origin, disability and economic status.
  • Knowledge of or openness to the Housing First Model, addiction/recovery, Harm Reduction Practices/Philosophy or a willingness to acquire within the first six months of employment.
  • At least 25 years of age with a valid Massachusetts driver’s license with a safe driving point of 98, 99, 00, 01, 02, or 03,  preferred.
  • Proficient using Microsoft Word and experience in Excel.
  • Ability to work independently and cooperatively as a member of a professional team.
  • Demonstrated competence in service coordination and networking with other human services and health care providers.
  • Strong organizational, writing and communication skills.
  • Three strong work related reference required.

Hours:

  • Full time (exempt) position: 40 hours/week 

Rate: $55,000/yr
