Tax Reform Update: CHAPA's Letter to the Massachusetts Congressional Delegation

Congressional leaders and a conference committee are working to resolve the differences between the House- and Senate-passed versions of tax reform legislation. A final bill is expected to go before each chamber for a vote next week before Congress adjourns for the Christmas break. 

CHAPA delivered a letter to the conference committee and the members of the Massachusetts Congressional Delegation outlining our strong concerns about how the tax reform legislation could devastate affordable housing and undermine community development efforts.

To protect affordable housing and community development activities in tax reform, we call on leaders in Congress to:

• Preserve the tax exemption for private activity bonds for housing and save the 4% Low Income Housing Tax Credit (LIHTC); 
• Raise the corporate tax rate above the proposed 20% rate;
• Exempt LIHTC investors from the Base Erosion and Anti-abuse Tax;
• Keep the LIHTC basis boost at 30%;
• Retain the New Markets Tax Credit; and
• Retain the Historic Tax Credit.
