State Updates Senate Budget Update

BOSTON – Thursday, May 30, 2013 – As part of Lieutenant Governor Timothy Murray’s transition, the Lieutenant Governor today announced new leadership to chair and oversee policies to end and prevent homelessness, substance abuse and sexual and domestic violence.  Since his first term in office, the Lieutenant Governor has been the Administration’s lead on these three major policy initiatives to help some of the Commonwealth’s most vulnerable populations.

DHCD has posted an updated version of its Comprehensive Permit Guidelines on its website.  The update includes parenthetical notes on what has changed in this version.

The Department of Housing and Community Development (DHCD) announced this week the launch of the High Leverage Asset Preservation Program (HILAPP) and is soliciting first-round applications for funding. DHCD developed HILAPP in partnership with MassNAHRO and other affordable housing leaders who are part of the Mixed-Finance and Funding Working Group. DHCD convened this working group in fall 2012 in accordance with recommendations from the Governor’s Commission on Public Housing Sustainability and Reform.

DHCD has released its Draft Consolidated Plan and Annual Action plan and will hold a hearing on it on May 29 in Worcester.  The deadline for public comment is June 3.  Both the notice and draft are posted on DHCD's website.

The Federal Home Loan Bank of Boston (the Bank) has announced it has $18.2 million available for the 2013 round of their Affordable Housing Program (AHP). The AHP encourages local planning of affordable rental and homeownership initiatives and allows the Federal Home Loan Bank of Boston to address, in partnership with their member institutions, affordable-housing needs in communities across New England. A portion of the Bank's net earnings funds the program, which awards grants and low-interest advances or loans, through member institutions.
