Under NSP2, HUD allocated $1.93 billion on a competitive basis to states, local governments, and non profit organizations. The program objectives and eligible uses did not change under the Recovery Act, but the allocation process and some regulations on the funds have changed. The deadline to apply for NSP2 funding is July 17, 2009. See NSP2 NOFA for details.

Economic activity in Massachusetts is estimated to have declined at a 4.2 percent annualized rate in the first quarter of 2009, according to the MassBenchmarks Current Economic Index. The US Bureau of Economic Analysis reported today that the national economy declined at an estimated annual rate of 6.1 percent during the same period. WASHINGTON – The Obama Administration today announced details of new efforts to help bring relief to responsible homeowners under the Making Home Affordable Program, including an effort to achieve greater affordability for homeowners by lowering payments on their second mortgages as well as a set of measures to help underwater borrowers stay in their homes. The budget released by the House Committee on Ways and Means would cut the Massachusetts Rental Voucher Program (MRVP) by 45 percent from $33,047,000 appropriated in FY’09 to 17,997,061 proposed in FY’10. MRVP assists 5,200 low income households with rental assistance. The average income of households served by this program is less than $11,000. Almost all (79%) households are extremely low income and many have incomes below 15% of area median. About 2,300 of these households include children under 18.
