State Updates CHAPA Secures Sponsors for 2009-2010 Legislative Priorities CHAPA has filed 10 pieces of legislation to alleviate housing instability caused by the foreclosure crisis, economic downturn, and continued lack of housing affordability for many Commonwealth residents. Each bill has been developed in partnership with a wide range of housing and community development organizations and coalitions.

In the next two weeks, the Congress will be considering the American Recovery and Reinvestment Bill of 2009. This package is the first crucial step in a concerted effort to create and save 3 to 4 million jobs, jumpstart our economy, and begin the process of transforming it for the 21st century with $275 billion in economic recovery tax cuts and $550 billion in thoughtful and carefully targeted priority investments with unprecedented accountability measures built in. Today U.S. Housing and Urban Development Secretary Steve Preston approved the State of Massachusetts’ plan for more than $43.4 million in funding to recover from the effects of high foreclosures and declining home values. Funded under HUD’s new Neighborhood Stabilization Program (NSP), the State will shortly begin to target emergency assistance to communities by acquiring and redeveloping foreclosed properties that might otherwise become sources of abandonment and blight.

BOSTON - January 2009 - In keeping with the Patrick-Murray Administration's multi-faceted response to the foreclosure crisis, the Division of Banks (Division) today opened its online database of Massachusetts foreclosure notices to the general public. The web-based resource, available at www.mass.gov/dob, allows the Division to study trends and better focus foreclosure examination efforts.

CHAPA is seeking an energetic individual to join its staff as a Program Manager to coordinate two programs: The Massachusetts Homeownership Collaborative and CHAPA’s monitoring efforts on Chapter 40B. The Massachusetts Homeownership Collaborative is an initiative that supports and promotes homebuyer education and promotes an ongoing dialogue among lenders, non-profits, and others in the housing field. Chapter 40B is the state statute that encourages the production of affordable housing in all of the Commonwealth’s communities.

Effective Dec. 31, FHA said it will not issue any new case numbers for lenders looking to refinance borrowers into FHASecure loans; HUD will honor any loans for which a lender has taken an application and requested a case number prior to Dec. 31, it said. Please click here to read more.
