United States Representative Maxine Waters (D-CA), Chairwoman of the House Financial Services Committee, released draft legislation, entitled, “Housing is Infrastructure act of 2019.” Chairwoman Waters announced the legislation at a hearing last week, “Housing in America: Assessing the Infrastructure Needs of America’s Housing Stock.” The draft legislation was announced on the same day congressional leaders said they reached an agreement with President Trump to seek a deal on a $2 trillion infrastructure bill.
The Waters bill includes, among other funding priorities:
$1 billion for rural housing needs.
$5 billion for the Housing Trust Fund to reach the lowest income households.
$10 billion for CDBG to local governments.
$70 billion for public housing capital improvements.
