DHCD Posts Updated Subsidized Housing Inventory - October 10, 2017

DHCD has posted an updated Subsidized Housing Inventory (SHI), showing the number of housing units in each municipality that qualify as subsidized under Chapter 40B (whether or not created with a comprehensive permit).  According to the September 14, 2017 SHI, 67 municipalities are at or above the 10% threshold that makes them appeal-proof.  

Housing Bond Bill Reported Out Favorably by Housing Committee - September 30, 2017

On September 21st, the Joint Committee on Housing, chaired by Rep. Kevin Honan and Sen. Joseph Boncore, reported out the Housing Bond Bill favorably with a unanimous vote from the committee. The new bill, H.3925, is a redraft of H.675, filed by Rep. Honan and Sen. Linda Dorcena Forry, and H.3653, filed by Governor Charlie Baker.

State Planning Grant Funds Available for Zoning for Sustainable Housing Production – September 22, 2017

The Executive Office of Energy and Environmental Affairs (EEA) is making grant funding available to municipalities and Regional Planning Agencies to support efforts to plan, zone, and act to conserve and develop land consistent with the Massachusetts Sustainable Development Principles.  Grants are available for diverse land use planning related work, with set-asides of $250,000 each for four priorities:(1) zoning for sustainable housing production ((e.g.

Massachusetts House of Representatives Begins Overrides of FY2018 Budget Vetoes - September 14, 2017

On September 13th, the Massachusetts House of Representatives voted to override $275 million in spending from the FY2018 state budget that Governor Baker vetoed in July. According to House Ways and Means Chair Jeffrey Sánchez, the House started with veto overrides for programs that have a statewide impact. Most of the funding restored to the budget included $220 million for MassHealth.

The House voted to restore funding to several of CHAPA's affordable housing and homelessness prevention priorities. These include overrides for the following programs:

DHCD Announces Comment Period for Regulations for Occupancy Standards and Tenant Participation for State-Aided Public Housing - September 8, 2017

On September 8th, DHCD gave notice for a public comment period on proposed amendments to regulations on Occupancy Standards and Tenant Participation for State-Aided Housing (760 CMR 6.00). HUD Publishes Proposed 2018 Fair Market Rents (FMRs) - September 6, 2017

In a notice published on September 1 in the Federal Register, HUD published its proposed FMRs for FY2018.  The new FMRs will go into effect on October 2 except in cases where HUD receives a request for a re-evaluation.  Comments are due no later than October 2.  As proposed, FMRs will increase in 18 FMR areas in Massachusetts and decline in one (the Lawrence FMR area) and 10 areas will see two-bedroom FMR increases of 10% or mor

Community Meetings on Housing Court Expansion - September 5, 2017
