DHCD is seeking a Supervisor, Construction Management Unit/ Construction Coordinator III for the Division of Public Housing!

OVERVIEW OF ROLE:

The Supervisor, Construction Management Unit, (hereinafter known as “the Supervisor”) is responsible for achieving the highest possible standard of quality in construction projects affecting the portfolio of state-supported public housing.  The Supervisor accomplishes this by maintaining and enforcing a written set of construction standards for use by designers, reviewers, supervisors and constructors.  The Supervisor oversees the day-to-day activities of the Construction Management Unit, composed of 5 Construction Advisors (Construction Coordinator IIs), enforcing the application of these standards.  The Supervisor has a considerable amount of technical expertise in the areas of construction and construction administration and applies it to the review of documents and construction activities and provides technical advice on complicated and difficult projects and programs, including the maintenance of the Capital Planning System Inventory and condition assessment (CPS), the creation of Capital Improvement Plans and administrative oversight of the CapHub Construction Application.  The Supervisor arranges for trainings for the field staff and DHCD and Local Housing Authority staff in relevant areas of expertise.  The Supervisor administers the Construction Management Unit including the review and approval of most submissions to and from the members of the unit. The Supervisor works with other Public Housing Senior Staff on developing policies and protocols related to Building Codes, Procurement, and Architectural Design Guidelines and Construction Standards. The Supervisor also participates on boards and supports special projects as required.

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1) Leadership/Subject Matter Expertise:

  • Maintains and updates the Design and Construction Guidelines and Standards, the Construction Handbook, and other construction-related documents based on field experience as required.  Reviews and comments on contractual documents such as Construction Contract front ends as necessary.
  • Researches and advises via memo and briefings appropriate directions to take regarding specific technical issues that may include topics such as code interpretations, design best practices, materials, vendors, products, and services, while taking into account operational needs, cost impacts, and long-term maintenance of the public housing portfolio.
  • Advises and provides recommendations to Agency and Division Senior Staff on policy matters related to Facility Management, Design Guidelines, Insurance Renewals and Programs, Emergency Response, Procurement, Construction Standards, and Code Compliance.
  • Spot checks bid packages for adherence to Guidelines and Standards.
  • Tracks progress and manages portfolio through milestones in schedule of completion, billing, and closeout once projects reach Notice To Proceed (NTP); there are approximately 400 NTPs annually
  • Provides input on Bureau daily operations, strategic direction, and program administration.
  • Provides administrative oversight of the CapHub Construction Application

 

2) Supervision:

  • Directly provide construction supervision to a portfolio of between 10 and 20 LHAs.
  • Directly supervises DHCD staff of up to 5 Construction Advisors (CAs) including assignment of territories and projects:
  • Oversight of hours and travel.
  • Monthly project reports.
  • Reviews recommendations and other formal communications.

 

3) OnSite & Other Reviews:

  • Visits construction projects frequently to evaluate performance of CAs as well as designers and contractors.
  • Visits completed projects to evaluate the performance of the Guidelines and Standards.
  • Reviews and approves major product substitutions and construction change orders which exceed the CAs limits.
  • Reviews and approves design and supervision subcontractors such as project representatives, testing laboratories, drillers, etc.

  • Resolves technical issues that arise in connection with construction projects

 

4) Training:

  • Arranges for trainings in Guidelines and Standards, procurement of design and construction services and management of construction projects.

 

5) Agency Representation:

  • Represents the Bureau and Department on boards such as the Building Code Coordinating Council, as required.

 

PREFERRED QUALIFICATIONS:

  1. A Massachusetts Construction Supervisor’s license is preferred.
  2. Knowledge of Mass. Building code and familiarity with all other applicable building regulations.
  3. Knowledge of Mass. Requirements for procurement of goods and services including rules governing public bidding and change orders.
  4. Ability to deal fairly, impartially and tactfully with all parties involved in the construction process.
  5. Knowledge of construction scheduling and cost estimating.
  6. Ability to effectively communicate (both in writing and verbally) technical concepts to people with little or no technical background.
  7. Ability to work independently and to set and prioritize workload.
  8. Ability to exercise leadership in a group setting.
  9. Experience with public housing construction, either from the perspective of a contractor, project representative, local housing authority and/or state or federal housing agency.
  10. At least intermediate proficiency using Microsoft Word, Excel and PowerPoint.
  11. Experience mediating disputes in the construction industry.
  12. Travel is up to 25% of the time.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

 

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

 

QUALIFICATIONS:

First consideration will be given to those applicants that apply within the first 14 days.

Applicants must have (A) at least six (6) years of full-time or equivalent part-time experience in trades, construction, construction management, inspection and/or alteration of building construction projects, of which (B) at least one (1) year must have been in a supervisory or leadership capacity; or (C) any equivalent combination of the required experience and the substitutions below.

 

Incumbents are required to have a current and valid Motor Vehicle Driver’s License at a Class level specific to assignment.

 

Substitutions:

 

I. An Associate’s degree or Technical degree in a related field may be substituted for one (1) year of the required non-supervisory experience.

II. A Bachelor’s degree in a related field may be substituted for four (4) years of the required non-supervisory experience
