The State Opioid Response (SOR) Housing Programs Contractor is responsible for the contract management and program oversight of the Interagency Service Agreement (ISA) between the Department of Public Health (DPH), Bureau of Substance Addiction Services (BSAS) and the Department of Housing and Community Development (DHCD) to provide rapid re-housing (RRH) services to persons who have an opioid specific substance use disorder and are exiting a BSAS funded program. The SOR Housing Programs Contractor works closely with the Emergency Solutions Grant (ESG) Contract Coordinator and the Federal Grants Unit team members to educate program stakeholders and improve rapid re-housing policies to better serve persons who are experiencing housing instability and homelessness due to a substance use disorder.

This collaboration between DPH, BSAS and DHCD is entitled the SOR RRH Pilot Program and is modeled after the Emergency Solutions Grant (ESG) program and works with vendors/providers already contracted through ESG organizations. The position works closely with the ESG Contract Coordinator to assure consistent implementation strategies across both sets of programs.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. The SOR Housing Programs Contractor is the primary point of contact for the DPH, DHCD vendors, partnering organizations, and the general public regarding the SOR RRH pilot and drafts policies and procedures, and creates training materials for a successful implementation.
  2. Researches, reviews, and interprets federal and state regulations and requirements pertaining to SOR grant implementation.
  3. Administers the ISA with DPH, BSAS and vendor contracts and future amendments.
  4. Tracks program outcomes, develops programmatic reports and analyzes data.
  5. Processes monthly invoices, tracking and analyzing grant expenditures.
  6. Works with Federal Grants Unit to identify substance use disorder and opioid use disorder training for internal and external staff.
  7. Answers questions and investigates constituent concerns and complaints related to the SOR RRH pilot, interceding and identifying a resolution in conjunction with the constituent, service provider, and other partners as necessary.
  8. Works with current and potential vendors to develop new programs and/or expand existing programs as assigned.
  9. Participates and assists in preparing federal reports pertaining to SOR, ESG, and Continuum of Care (CoC) funding as necessary.
  10. Perform other duties as assigned.

PREFERRED QUALIFICATIONS:

  1. Knowledge of Substance Use Disorder (SUD), Opioid Use Disorder (OUD) and Substance Abuse and Mental Health Services Administration (SAMSHA) Recovery and Recovery Support.
    Experience working with and supporting people who are experiencing housing instability or homelessness.
  2. Excellent written and verbal communication skills.
  3. Experience in program analysis, program management, program coordination, and/or program planning.
  4. At least intermediate proficiency using Microsoft Suite products, including Word, Excel, PowerPoint and Outlook.
  5. Ability to handle multiple priorities.
  6. Ability to be flexible in order to respond to changing requirements and to be available to resolve programmatic and other issues as needed.
  7. Technically savvy with the ability to learn new systems quickly.
  8. Experience with GoToWebinar is preferred.
  9. Travel throughout the Commonwealth will be required. Employees must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state and applicant must have his/her own form of transportation.

This is a contractor position.  There are no benefits associated with this position. The estimated contract start date is 12/30/19 with a contract end date of 09/29/20.  The contract may be extended based on availability of additional funding.

The hourly rate for this position is between $39.05 and $46.95.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.

QUALIFICATIONS

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
