The Department of Housing & Community Development (DHCD) recently converted to a new software product – Tenmast - to administer approximately 22,000 federally-funded Section 8 vouchers through a subrecipient relationship with nine Regional Administering Agencies (RAAs) across the Commonwealth.  Under the direction of the Division of Rental Assistance, this position will project manage specific components of the software, as well as, the roll-out of additional modules and functionality.  The Project Manager position requires both technical skills to understand the software and data, as well as, the ability to effectively communicate pertinent information to all parties involved (DHCD, RAAs and the software vendor) and ensure the meeting of project deadlines. 

This position will work closely with Department staff and is expected to lead certain initiatives and advancements with three categories:

  1. Providing technical assistance to the RAA’s with Tenmast including, but not limited to: troubleshooting problems, determining when to escalate items to the vendor’s support and/or development departments and identifying and implementing training needs for RAA staff;
  2. Assisting the Division with developing and implementing new software initiatives and writing procedures and guidance related to the software; and
  3. Assisting with data and reporting needs for the Division including working with the vendor to secure access to data, implementing the application of Business Intelligence/Analytics software to the database and creating standard reports within the Tenmast system.

The ideal candidate has expertise managing and developing relationships with software vendors.  They are expected to communicate with a group of software users whose roles range from Directors to administrative staff and whose knowledge or comfort with the software varies.  The candidate must demonstrate experience evaluating and improving workflow procedures around software and data.  The candidate must have experience with analytics and using business intelligence software such as Microsoft BI and AP Intel.  Familiarity and comfort with SQL is preferred.  Lastly, this candidate must be able to manage multiple stakeholders to meet deadlines, be self-directed and be able to work collaboratively on technology driven initiatives.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. Troubleshoot issues and concerns related to the software with Division staff and RAA’s.
  2. Escalate concerns to Division staff and MRI as deemed necessary.
  3. Identify training needs related to the software.  Establishing trainings with vendor and facilitate DHCD-led trainings and/or technical assistance on an individual and group level. 
  4. Amend current and establish new policies and procedures related to the software and the workflow for RAA and DHCD staff.
  5. Implement new products connected to Tenmast including but not limited to; online portals, general ledger reporting and mobile/tablet implementation.
  6. Establish VPN access to data and setup SQL tools to support the Division’s reporting and analysis needs.
  7. Provide the Division with operational guidance and input related to technology contracts.
  8. Other duties as assigned.

PREFERRED QUALIFICATIONS:

  1. 3-5+ years’ experience in an IT environment overseeing technology vendors.  Strong project management and business analysis skills required, including a thorough understanding of how to understand business needs and translate them into application and operations requirements.
  2. Excellent verbal and written communication skills, demonstrated professionalism and ability to interact with diverse stakeholders including front-end users, managers and senior leaders.
  3. Experience with business intelligence software such as Microsoft BI and analytics.
  4. Working familiarity with SQL.
  5. Experience evaluating and improving workflow protocols.
  6. Experience designing database reports.
  7. Ability to work in a team setting and demonstrate lateral leadership.
  8. Ability to work independently.

EXTERNAL COMMENTS:

This is a contractor position working up to 37.5 hours per week. The hourly rate for this position will be $44.32.  Anticipated start date is 03/30/20 with a contract end date of 12/31/20.  The contract may be extended based on availability of additional funding.

Benefits are unavailable with the exception of sick leave accruals.

State and federal taxes will be withheld.  In addition the contractor must participate in the Alternative Retirement Program mandated by federal law.

All employees will be paid on a biweekly basis and must have direct deposit.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
