Salary Range:  $75,420.67 - $95,272.21

General Description:

The Senior Project/DHCD Manager (SPDM) manages Capital Construction projects and supervis­es Project Managers (PM) in the delivery of Capital Construction projects. He/she works with the BHA Capital Construction Department (CCD), BHA senior staff, Real Estate Development (RED), Department of Housing and Community Development (DHCD), and Central Services Departments to establish policies and protocols to carry out capital projects and advance the Authority's plan­ning and sustainability goals. This specific SPDM position will be to act and coordinate BHA State Funded Sites Portfolio, manage DHCD Budgets, Funding, Financial Records, and Payments, co­ordinate work on behalf of the BHA with DHCD staff, and acts as a liaison between Agencies on Policy and Procedural Matters, and Special Initiatives.  Additionally, this SPDM position will re­quire maintenance of DHCD database management, review, and inventory.

Duties & Responsibilities:

  • Plans, manages and/or assigns (with concurrence of the Director and Assistant Director of
    (CCD) design and construction projects for DHCD funded projects. Responsible for complet­ing projects within schedules and budgets while maintaining the highest level of design and construction quality possible.
  • Responsible for preparing Request for Services (RFS) for designer/AE selections by working closely with BHA Site Staff for scope of services required; prepares the "Total Development Cost" Budget for review by both agencies as part of the RFS Submittal.
  • Coordinates with DHCD for their electronic/on-line reporting submittal system (CapHub) and maintaining DHCD Database (CPS, CIMS, CIP, Certificates, and Narratives) for the BHA State Funded Sites.
  • Provides quarterly Administrative Reimbursement Request and quarterly spending projections to DHCD.
  • Supervises project managers, and/or other support staff assigned to Capital Construction to manage design and construction projects to assure that projects are completed within schedule and on budget while monitoring the highest level of design and construction quality possible.
  • Responsible for budget, design and construction administration for projects at BHA Central Office (52 Chauncy Street BHA Offices); Review Financial/Loan Documents and provide drawdown to Funders.
  • Assists in the preparation of funding applications to both Federal and State funding while providing regulatory and technical assistance to Department staff.
  • Develops/assists CCD Director and/or Assistant Director to manage CCD's Policies and Procedures manual.
  • Undertakes special projects or responsibilities as assigned.
  • Works closely with the Real Estate, Operations, Planning, Legal, Procurement, and Fi­nance Departments.                                                                      

Minimum Qualifications & Experience:

Bachelor's degree in architecture or engineering, Registered Architect or Engineer (required for managing DHCD Designer Selection Committee Process and Database). Ten years' relevant expe­rience, including progressively greater responsibility, of which at least two years must be in manag­ing staff, construction administration/procurement.  Extensive knowledge of Massachusetts' con­struction regulations and generally accepted construction and trade practices.  Excellent organizational, follow-through, interpersonal, and communication skills.  Writing sample required.
