DUTIES AND RESPONSIBILITIES
A. Annual CoC Application
⦁ Assist with preparation and review of the annual CoC application, working in partnership with the designated support entity
⦁ Assist with annual reviews and performance management meeting with the CoC project selection committee
B. Administration/oversight of CoC Grants Agreements
⦁ Processing HUD CoC grant agreements and local/subrecipient contracts/written agreements
⦁ Tracking expenditures; reviewing payment requests; preparing draw down requests
⦁ Reviewing and submitting Annual Progress Reports in HUD SAGE system
⦁ Annual monitoring of CoC projects
⦁ Drafting of correspondence to HUD and senior officials
⦁ Overall day-to-day grant/program management
C. Administration/oversight of Emergency Solutions Grant (ESG)
⦁ Preparation of the annual Request for Proposals package; reviewing and ranking submitted proposals
⦁ Overall management of ESG, including processing the grant agreement and related tasks as those mentioned in Part B
D. Technical Assistance & Expertise
⦁ Provide assistance and support to subgrantees in resolving contract and/or HUD regulatory issues
⦁ Maintain current and accurate knowledge of federal program policies, procedures and regulations
⦁ Provide training to local partner organizations, as appropriate, regarding CoC and ESG regulations
E. Others
⦁ Assist in completing special assignments or projects
Represent the department/city, as assigned, on committees, task forces, associations, local agency roundtables, conferences or meetings, including formal bi-annual CoC meetings and quarterly statewide CoC meetings.
QUALIFICATIONS AND ENTRANCE REQUIREMENTS.
EDUCATION:
- Degree in Planning, Community Development, Social Work, Human Services, Public Administration, or Related Fields
KNOWLEDGE/BACKGROUND/EXPERIENCE:
⦁ Experience with homelessness assistance, community development, or related programs/fields (required)
⦁ Knowledge and experience in Federal or State funded grants or programs (required)
⦁ Strong writing skills and experience (required)
⦁ Good verbal or presentation skills (required)
⦁ Word processing and spreadsheet programs knowledge/experience (required)
⦁ Organizational and multitasking skills; ability to meet deadlines and manage time (required)
⦁ Good interpersonal skills; ability to work well in a team and to coordinate team projects (required)
⦁ Ability to work with minimum supervision and follow-up (required)
⦁ Ability and willingness to attend meetings after office hours, as needed (preferred)
⦁ Experience working with non-profit organizations and subrecipient monitoring (preferred)
⦁ Grant writing experience (preferred)
⦁ Database management/development (preferred)
⦁ Prior experience working with HUD CoC system (preferred)
⦁ Have a valid driver's license and own transportation (preferred)
Starting annual salary: $68,061
REMARKS:
Six months probationary period (for new employees);
Union position; salary determined through union’s contract with the City;
Position subject to the availability of Federal funds
Other benefits include (in addition to health insurance, etc): 3 personal days; federal holidays; free City parking; official travel reimbursement; and reimbursement of relevant educational training.
A computer workstation has been assigned to the person in this position.
Position is 35 hours (8:30 a.m. – 4:30 p.m.) with some meetings after office hours.
