SCHEDULE: 40 hours, Monday - Friday, 830AM-5PM

PAY: $21.00 - $25.00 hourly

JOB DESCRIPTION:

Housing Stability Coordinator 

Pine Street’s Property Management department oversees approximately 800 units of housing consisting of 38 communities of low and moderate income housing developed with federal and state financing. We seek a highly motivated individual to fill a Resident Relations and Rent Collections Coordinator position which will support residents in meeting their lease obligations and take appropriate steps when tenants are in violations, while ensuring Pine Street Inn, Inc. meets our high standards of resident satisfaction. 

Position Details

The Rent Collection Coordinator will be responsible for overseeing the collections activities, reporting and associated legal and accounting for Pine Street Inn’s housing programs. The role involves consistent collaboration with the case management, operations, and finance teams, as well as external partners that help administer these programs. Responsibilities will revolve around the goal of maximizing capital recovery while maintaining exceptional customer experience. This includes leadership of all program collections activities, reporting, and development of best practices. The individual would be responsible for managing the collections and resolving any issues, escalations or disputes that may arise.

Key Responsibilities

  • Manage and develop a best-in-class collections team
  • Liaise with the operational, property and case management teams on standardizing collection efforts across programs
  • Provide excellent customer service by proactively managing issue resolution
  • Manage the relationships with the local housing authorities who aid in the collections process
  • Ensure proper operational and accounting / reporting controls are operating effectively, and collaborate with the accounting and operations teams on improvements
  • Will serve as point of coordination for PSI legal interventions involving PSI tenancies – either for cause or non-payment violations; will be responsible for coordinating with Services and Property Management Staff to proactively address tenancies concerns, with legal involvement being the intervention of last resort as appropriate
  • Participate in the reconciliation and reporting of the loan programs
  • Work with the finance on the allowance for doubtful receivables.
  • Create and distribute accurate internal reports
  • Support with the annual financial audit requirements
  • Perform special projects as assigned

Job Requirements & Qualifications

  • A minimum of 3 years of finance / accounting experience specifically in accounts receivable
  • Experience managing a team, formally or informally
  • Basic knowledge of residential real estate or financial services, preferred
  • Knowledge of housing law and tenants’ rights.
  • Experience working in a fast paced environment
  • Experience working directly with clients to solve tenant / landlord issues.

Coordinate with Property Management and Case Management / service providers

  • Coordinate and communicate with residents
  • Respond to resident grievances and needs identified
  • Rent Charges and Collection
  • Monitor leasing activity for new and expiring leases for correct monthly billings and LIHTC limitations are updated in OneSite
  • Maintain resident bill back schedules and process in OneSite
  • Reconcile and maintain resident security deposits

Residential Collections, Holdovers and Legal Duties 

  • Review rent collection records
  • Communicate regularly with A/R bookkeeper and Compliance Manager
  • Identify late payments on a regular basis
  • Generate and review rent collection reports from OneSite
  • Maintain list of residents in arrears
  • Communicate with residents in rent arrears – in writing and also direct meetings with tenants
  • Maintain communication records of both written and oral communications
  • Determine whether resident in arrears meets eligible criteria for consideration for an internal payment agreement
  • Execute and monitor internal payment agreements when appropriate
  • Track arrears payments to ensure maintenance of payment agreement
  • Identify residents not meeting requirements or compliance with internal payment agreements
  • Create and maintain court document files for each Pine Street Community
  • Regularly communicate with Pine Street Inn’s legal counsel about cases
  • Make court appearances when necessary 

Lease violations

  • Identify residents with lease violations
  • Coordinate with appropriate PSI staff and legal team regarding lease violations
  • Communicate with residents in violation of lease and maintain record of communication. Enter into internal agreement to correct violations if possible
  • Monitor compliance with agreements
  • Refer for legal action if resident out of compliance
  • Move-outs as response to legal action
  • Coordinate with legal team
  • Coordinate storage issues
  • Coordinate with maintenance team
  • Produce Management reports related to duties for Director of Housing & Property Management
  • Other Duties as assigned

Qualifications 

  • Minimum of three years of experience in community work or community centered activities, specifically affordable housing, with knowledge related to the duties described above
  • Working Knowledge of Mass / Boston landlord resident laws and rent stabilization required
  • Computer Literacy, thorough knowledge of Microsoft Windows, Excel, Word.
  • Experience with management software OneSite required.
  • Able to work independently and be pro-active
  • Ability to interact with people in a professional and courteous manner
  • Demonstrated commitment to low and moderate income communities and residents required
  • Solid oral and written communication skills

Compensation

$45k-52K range - commensurate with experience. Excellent benefits package
