DIVISION/DEPARTMENT: Housing Compliance

SUMMARY:  

Under the direction of the Deputy Director of Housing Policy & Compliance, the Rental Housing Administrator is responsible for oversight of BPDA’s portfolio of income-restricted rental housing.  In this role, the incumbent will work with internal and external partners to collect and review documentation necessary to verify tenant eligibility to reside in rental housing having an BPDA income-restriction.

GENERAL DUTIES AND RESPONSIBILITIES:

Compliance Review

  • Obtain and review documents from leasing agents, property managers, and or landlords related eligibility to reside in BPDA income-restricted units.  This work will involve reviewing and requesting sensitive personal information about applicants so strong digital and paper-based organization skills are required.
  • With the assistance of Housing Compliance Assistants, complete eligibility reviews in a timely manner in communicate results to leasing agents, property managers, and or landlords in clear manner.
  • Collaborate with the Housing Policy and Compliance team to improve communication throughout the eligibility review and approval process to ensure that all documents are reviewed within an appropriate timeline.

Data & Document Compliance

  • Enter data and upload documents into a Salesforces database.  This work will involve cross-checking information against housing agreements, marketing plans, assessing records, permitting reports, and other public records to ensure accuracy.
  • Review and abide by record retention policies to ensure that we are meeting our goal of setting up a system through which documents are removed from the office, taken to a storage facility and in appropriate time and with permission from State Archives, records are removed to be destroyed. 

Collaboration

  • Help to develop relationships with all BPDA units working to create and maintain a more transparent and cohesive Housing Compliance system.  This work will require close collaboration with the BPDA Legal Department, Development Review, and Records Management.
  • Work closely with the Mayor’s Office of Housing (MOH), the Commission for Persons with Disabilities (CPWD), and the Mayor’s Office of Arts and Culture (MOAC) on matters pertaining to the eligibility review process and document collection procedures. 
  • Provide trainings on and assistance with BPDA’s external-facing Housing Compliance processes to leasing agents, property managers, and/or landlords.

QUALIFICATIONS:  

  • A bachelor’s degree in a related field or equivalent plus 3-5 years related experience.   
  • Strong communication and presentation skills, a strong customer service mindset, and the ability to be team-orientated and collaborative are required.  
  • Excellent ability to analyze and communicate complex processes to various stakeholders.
  • Strong organizational skills and good judgement in order to be a responsible steward documents and other materials containing the personal information of applicants.
