Job Description

The Massachusetts Housing Partnership (MHP), a non-profit public agency and national leader in affordable housing finance, is seeking a Program Manager to play a critical role in the administration of the Massachusetts Homeowner Assistance Fund (HAF). This $150+ million program will provide mortgage relief and financial assistance to residents of the Commonwealth in order to help them avoid foreclosure. This is an exciting opportunity to join MHP’s Homeownership team at a time when our programs and impact are growing rapidly.

The Program Manager - HAF will be a key support in the success of the ongoing operation of this statewide mortgage relief program. This is a 3-year grant funded position, reporting to the HAF Program Director.  The Program Manager be responsible for taking on a variety of tasks and playing a key role in the administration and ongoing management of the program. A focus will be on managing the delivery of housing counseling services through 11 housing counseling agencies (HCAs), the engagement and onboarding of mortgage servicers, and the collection, analysis, and communication of key performance indicators (KPIs) as they relate to the program’s impact and efficiency. The position requires a demonstrated understanding of publicly funded housing assistance programs in Massachusetts and familiarity with homeownership counseling and foreclosure prevention services. The ideal candidate will have demonstrated program management experience, strong communication and relationship management skills, and be able to work effectively with partners, stakeholders, and vendors. Additionally, they will possess strong problem-solving skills, along with an ability to interpret and communicate program policies and guidelines to a variety of audiences.

Specific responsibilities include representing MHP and the Massachusetts HAF Program to key constituencies and stakeholders, responding to program inquiries via email and phone from Massachusetts homeowners, mortgage servicers, and other program stakeholders, assisting with ongoing outreach and engagement efforts, working closely with contracted HCAs to train housing counselors on the HAF Program and its application portal, monitoring HCA caseloads, adjudicating homeowner appeals, tracking and analyzing HCA performance, overseeing HCA contracts, approving HCA payments, onboarding mortgage servicers and other vendors who will receive payments under the program, responsibility for reporting program performance to key stakeholders, and involvement in ongoing policy and program development activities.

Qualifications: Candidates should have strong analytical, problem-solving, interpersonal, and written and oral communication skills, with excellent organizational skills and attention to detail. The ideal candidate will have experience in the housing counseling field and/or experience in mortgage loan servicing and loss mitigation. Experience managing complex, dynamic projects is a plus. Candidates should be comfortable working in a fast-paced environment where learning quickly, effectively prioritizing tasks, and becoming comfortable interfacing with a variety of key program stakeholders from inside and outside of MHP will be critical to success. Strong proficiencies in the Microsoft Office suite, particularly Outlook, PowerPoint, Excel, and Word, as well as an ability to quickly learn new systems is required. A Bachelor’s Degree or equivalent skills, knowledge or experience is required. Bilingual and GIS skills are also a plus.
