Job Description

The Program Director of Shelter, Support and Prevention is responsible for lending structure and leadership to CASPAR – Bay Cove’s Emergency Services, and Prevention Services.

The Emergency Services Center (ESC) is a 107 bed shelter that serves men and women with a history of active substance use.

In addition to crisis stabilization and on-site medical and mental health care for individuals who are actively using AOD, the staff provides case management and access to detox and post-detox programs.

Your responsibility as Program Director is to provide leadership and oversee the daily operations of the ESC/First Step programs.

The essential functions of the position include:

  • Being responsible for working with staff, guests and community; participants to define the scope, purpose and philosophy of the ESC and First Step programs and to translate this into appropriate policies and procedures; 
  • Supervising and evaluating Day Supervisors and First Step staff;
  • Delegating responsibility for various program components to staff members, defining tasks and job descriptions ;
  • Establishing effective systems for the administration of services for guests;
  • Maintaining and analyzing data on all guests and street encounters; 
  • Ensuring Quality Management by developing outcome measures to assess performance; 
  • Ensuring quality services and a quality environment by policy, presence, and example; 
  • Ensuring that the program is in compliance with all licensure and service permit requirements: 
  • Submitting monthly, quarterly and annual reports to Bay Cove, DPH, Bureau of Substance Abuse Services and any other reports as required from funding and regulatory entities; 
  • Providing fiscal oversight and assisting in the preparation of the annual budget; 
  • Responsible for overseeing effective financial management procedures, quality assurance review, in-service staff training, clients’ rights and confidentiality; 
  • Attracting new and/or supplementary funds to support program activities;
  •  Preparing reports/proposals as required by local, state and federal authorities.

Supervisory Responsibilities: 

  • Recruit, interview and hire appropriate applicants for management/supervisory positions.
  • Provide weekly (and more frequently as needed) supervision for all supervisors;
  • Prepare and present performance evaluations to all supervisors;
  • Provide corrective action for supervisors as needed;
  • Preside over weekly management and monthly staff meetings.

Qualifications:

  • A Master’s degree or higher in a related field (i.e.Business Administration, Psychology, Social Work, Public Health, Counseling, Criminal Justice, Law)
  • A track record for meeting and exceeding program deliverables 
  • A minimum of 2-3 years experience in supervising individuals and mobilizing team to meet benchmarks for the services.
  • Superior organizational and time management skills 
  • Previous experience in non-profits and emergency shelter;
  • Must have the ability and willingness to work with mentally ill and/or substance abusing homeless individuals in a respectful and compassionate manner 
  • Must have good communication, teaching, motivational, organizational, negotiating and leadership skills
  •  Must be able to set limits and maintain appropriate professional boundaries with clients and staff Must be proficient in Word and Excel 
  • Must have a valid driver’s license 
  • Must be willing to be on call Must have shelter experience serving a vulnerable population 
  • Must have experience with 24/7 scheduling 
  • Must be able to set limits and maintain appropriate professional boundaries with guests and staff 
  • Experience with the disease concept of addiction and a knowledgeable and compassionate view of harm reduction theory and practice.
  • Must be able to abide by a strict professional code of ethics 
  • Ability to work as a team member as well as independently 
  • Ability to function under pressure in a fast paced environment Must be flexible with schedule
  • Driving License Required
