OVERVIEW:

  • The duties of this position include a wide range of managerial responsibilities related to multiple aspects of the Leased Housing Programs. The Managing Director plans, delegates, coordinates, reviews and evaluates the activities of staff responsible for ensuring applicant, tenant or vendor compliance with requirements in one or more functional areas of the Leased Housing Programs. The position will directly supervise managers, but will be responsible for the overall performance of the teams working in their program area. The individual will work closely with the Rental Assistance Directors and senior staff in other departments in a collaborative manner to develop and implement systems, processes and protocols which improve program administration, maximize efficiency and provide the highest quality service to tenants, property owners, and staff. The Managing Director will frequently be required to use independent judgment in making recommendations and decisions in accordance with existing procedures or written guidelines, such as Metro Housing policies, HUD regulations, handbooks, desk references, or existing records.

RESPONSIBILITIES MAY INCLUDE:

General Duties

The statements below are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Plans, assigns, reviews and coordinates the work of program teams responsible for:
  • Annual and interim recertifications for HCV continued assistance pursuant to DHCD MTW policies and applicable regulations; and,
  • Eligibility, leasing and annual and interim recertifications for clients enrolled in Metro Housings’ special programs.
  • MTW Housing Choice Vouchers
  • Conducts regular QC reviews of client files;
  • Reviews results of QC reviews performed by senior staff to ensure that regular and interim certifications of participant eligibility for continued occupancy are conducted pursuant to applicable policies and regulations;
  • Monitors file reviews and performance indicators in order to identify program challenges and areas of improvement;
  • Assures the performance of timely regular re-certifications; and
  • Provides guidance to Managers on training and follow up steps to improve program transactions.
  • Special Programs
  • Understands continued unique occupancy requirements for special programs; monitors and tracks utilization for special programs, i.e., VASH, FUP, etc.;
  • Conducts regular reviews and reviews results of reviews performed by senior staff of client files to ensure program transactions related to eligibility, leasing & continued occupancy for clients in special programs are conducted pursuant to applicable policies and regulations;
  • Monitors file reviews and performance indicators in order to identify program challenges and areas of improvement and training needs;
  • Represents Metro Boston with special program partner agencies; and,
  • Collaborates with DHCD regarding special program design and revisions.
  • Management and Supervision
  • Plans, assigns, reviews and coordinates the activities of subordinates;
  • Monitors staff activity to ensure that work and assigned task(s) are performed in accordance with established policies, procedures, performance goals and departmental objectives;
  • Conducts regular performance reviews of subordinates;
  • Assists in training new employees and instructs subordinates in the interpretation of applicable provisions and regulations;
  • Plans work assignments for timely completion, even work distribution and expeditious processing; and
  • Ensures program staff provide professional and comprehensive customer service to participants, landlords, and other customers.
  • Policy and Procedures
  • Understands and applies HUD regulations, MTW policies and Metro Housing’s procedures;
  • Develops and suggests new plans and procedures designed to improve operations and in implementing approved policy;
  • Coordinates program and policy modifications in response to changes in HUD regulations and DHCD policies;
  • Explains new or revised policies, procedures, or laws that impact operations of applicable program area; and,
  • Coordinates implementation or modification of policies, procedures and processing methods with subordinates.
  • Data, Systems and Reporting
  • Enters data into housing software as required;
  • Collaborates with DHCD regarding sharing of data and information;
  • Provides input on system design and revisions to streamline processes and work flows;
  • Retrieves data (Utilization, EIV, Elite Production, financial, and PIC reports), analyzes data, prepares reports and submits to the Director of Leased Housing; and,
  • Prepares and submits required reports to supervisor and escalates program issues as needed.
  • Other Duties
  • Meets and collaborates with QC staff to help identify areas for compliance audits;
  • Uses QC results to support and train staff;
  • Ensure that the inspections component programs are meeting program requirements and are within budget. Troubleshoot any issues that impact both the inspections and programmatic aspects of the programs
  • Resolves disputes between the HCV staff, program participants, and landlords;
  • Represent Metro Housing at outside meetings and events;
  • Attends meetings and trainings; and,
  • Responds timely to requests and inquiries from customers and staff, by phone, in person and by written communications.
  • Perform other duties as needed.

QUALIFICATIONS & CERTIFICATIONS:

  • A Bachelor’s Degree in public or business administration, social work, or a related field.
  • At least four (4) years’ experience working in Public Housing, Housing Choice Voucher/Section 8, or other Federal housing programs, including at least two (2) years at a supervisory level;
  • Ability to understand and implement HUD regulations, and other Federal, state and local laws, rules and regulations related to low income housing, including Metro Housing and DHCD MTW policies and procedures;
  • Ability to plan, schedule, assign, supervise, train, and evaluate the work of subordinates in a manner which will maintain a high level of productivity and morale;
  • Excellent communication and interpersonal skills. Ability to communicate with and relate to persons of diverse backgrounds and abilities and to establish and maintain effective working relationships with participants, landlords and other employees;
  • Computer literacy required, including proficiency in Microsoft Office, Outlook and housing management systems;
  • Ability to plan and prioritize duties;
  • Ability to operate business machines and use housing software; and
  • Ability to work independently, performing relatively complex work in an accurate and timely manner without close supervision.
  • Ability to exercise good judgment
  • Strong time management skills with the ability to handle large caseloads and high volume of work in a busy, fast paced environment.
  • Ability to multi-task handling several tasks at once, anticipating and identifying problems and putting forward solutions
  • Ability to handle frequent interruptions without a loss of efficiency/productivity or accuracy.
  • Attention to detail in all aspect of work

PREFERENCE GIVEN TO

  • Candidates with multilingual skills (verbal and written). We are seeking candidates that speak and write English and at least one of the following languages (for interpreting and translation): Vietnamese, Cape Verdean Creole, Portuguese, Cantonese, Mandarin, Toisanese, Haitian- creole and Spanish.
  • Candidates who live within two miles of Metro Housing|Boston’s headquarters at Roxbury Crossing.
