POSITION:  Manager of Research & Evaluation

DEPT/DIV:   Executive

JOB SUMMARY

 

This position is accountable for providing staff support to the Government Relations and Policy Division. Specifically, the position supports legislative and research functions of the division, assists in meeting state required review and reporting requirements such as reviews of local housing plans and reporting on letters of eligibility, administers Rhode Island Housing funded grant programs, and completes special projects as needed.

 

PRINCIPAL ACCOUNTABILITIES

 

  • Manages the Agency’s overall research efforts, working with the Government Relations Director, support staff and interns to develop and implement a workplan that supports Rhode Island Housing’s policy and legislative work and strengthens the Agency’s programs and initiatives.  
  • Supports the Executive Division in all aspects of Research and Evaluation including the development and implementation of an on-going research agenda
  • Develops and submits required plans and performance reports for Community Planning and Development (a division of the US Department of Housing and Urban Development) programs
  • Develops data and analysis required to meet State reporting requirements including fair housing and low- to moderate-income housing inventory reports.
  • Works with Division Directors to collect, analyze, and develop reporting from data, which assists with program performance evaluation.
  • Develops relationships within the housing research community in Rhode Island and nationally and seeks opportunities for partnership and collaboration.
  • Provides data for reports, grant applications and other programs in various formats to meet policy requirements.
  • Supervises research assistant, interns and temporary staff as required to assist in implementing the research agenda.
  • Conducts individual program or issue analysis as requested by the Executive Director or individual Division Directors.
  • Coordinates with the Government Relations Director to produce accurate, timely and useful research for publication as Board reports, policymaker issue papers, briefs to the press and community partners, as well as on the website.

 

QUALIFICATIONS

 

  • Minimum 3 years experience in research and data collection required with a preference for research experience in housing related fields
  • Experience with various forms of US Census Bureau data or platforms, such as the American Community Survey (ACS), Comprehensive Housing Affordability Strategy (CHAS), and Public Use Microdata Sample (PUMS) data preferred
  • Experience with data analysis software, such as ArcGIS, Stats, or R preferred
  • Superior interpersonal skills, to connect with the individuals inside or outside the organization that may have data crucial to tasks, and work with those individuals to safely and efficiently procure that data. 
  • Experience with SQL and Data Modeling
  • High-level math and Excel ability
  • Strong communication and report presentation skills required
  • Ability to translate technical data into messages and graphic representations meaningful to a broad audience
  • Bachelor’s degree in public administration, public policy, economics, community planning or related field. Master’s degree preferred
