Under the supervision of the Director of Housing Services provides management oversight to AIDS Action Committee’s short term emergency rental assistance programs (Rental Start-Up, Homelessness Prevention, Utility Assistance, and Emergency Financial Assistance), housing subsidies (Tenant-Based Rental Assistance, Project-Based Rental Assistance, and Rapid Rehousing), and Rental Assistance Programs Navigation.
1.Provide management oversight to the Rental Assistance Programs staff to ensure highest standard of services for clients
- Provide direct supervision to the Rental Assistance Program (RAP) staff, including hiring, training, and ongoing performance management.
- Review and approve applications submitted, checking for completeness and accuracy.
- Conduct intakes with clients in need of emergency rental assistance.
- Verify eligibility guidelines, grant allocations, and financial assistance awarded; verify documentation and maintain systems that prevent fraud.
- Monitor staff use of all data and file systems, insure consistency and timely entering of information by all RAP staff.
- In coordination with program staff, complete HQS housing inspections, as needed.
- Track client referrals and program outcomes and maintain client data and documentation.
- Ensure all services are provided within the harm reduction/ trauma informed & housing first frameworks and are easily accessible to clients in need of services, particularly those who are most impacted by social economic inequality.
2.Strengthen and maintain financial support services for RAP programs
- Produce monthly reports in accordance with all program needs and guidelines. Including, but not limited to, funding reports, finance reconciliation, data reconciliation, and projections.
- Work closely with the Finance Department to maintain fiscally sound systems to monitor program spending. Ensure reconciliation with the Finance Department’s accounting software systems.
- Complete required ongoing reporting and grant applications to secure or re-secure program funding.
- Maintain accurate records of program budgets and required data collection
- Maintain electronic and written records of rental assistance requests and allocations.
3.Maintain and cultivate relationships essential to RAP
- Ensure that referring agencies throughout the state are provided with training and consultation regarding Homelessness Prevention, Rental Start-up and Utility Assistance programs as well as about other aspects of evictions, utility protection and housing.
- Respond to client and provider inquiries about program details, eligibility and process.
- Schedule regional and individual trainings for providers; prepare training materials.
- Create and mail materials to statewide provider network updating members about programmatic changes.
4.Provide program development leadership
- Effectively represent AAC and RAP at meetings, trainings and networking opportunities.
- Maintain and update Rental Assistance Program Manual and application(s) as needed. Ensure systems and processes are documented that support the ongoing integrity of accounting and documentation systems as well as compliance with funding requirements.
- Regularly evaluate program efficiency and capacity using information gained through service utilization and outcome data; recommend and implement changes, as appropriate.
5.Meet agency participatory expectations

- Participate in quality assessment and improvement activities as requested
- Adhere to the highest principles of client confidentiality
- Adhere to established safety policies, procedures and precautions; enforce agency’s policies and clinical procedures, including safety and crisis procedures.
- Attend all required meetings, in-services and professional trainings
- Maintain professional competence necessary to perform job responsibilities; maintains and provides agency with records of continuing education activities
- Attend unit, department and agency meetings as required.
6.Perform related duties and projects as assigned
- Bachelor’s degree and/or 3 to 5 years social service experience with experience in housing, particularly rental assistance programs.
- Strong administrative skills and the ability to pay close and accurate attention to detail.
- Experience supervising staff required.
- Experience in grant and budget oversight preferred.
- Experience in human services or housing subsidy program administration preferred.
- Experience advocating for beneficiaries with government assistance agencies, housing authorities, private landlords or realtors preferred.
- Strong communication skills, written and verbal.
- Strong computer skills required, especially Excel, and familiarity with database systems required.
- Ability to work both independently and as part of a team.
- Ability to multi-task many responsibilities and meet deadlines.
- Ability to work in a fast-paced multi-cultural environment.
- HIV/AIDS awareness and sensitivity.
