Department of Housing and Community Development (DHCD) is seeking a Manager of Organizational Change who will serve a critical function for the agency through coordination with agency leadership, staff, external stakeholders and partners to effectively steward change across the agency and the Commonwealth’s housing and community development ecosystem.  They will be able to translate concept into action, connecting individual projects to larger, long-term objectives and applying a change management approach holistically across all of DHCDs’ 8 divisions.

 

The key to this role will be the ability to build cross-function relationships, think critically, and take the initiative to drive results. The ideal candidate will be a fast learner who is able to quickly adapt to new teams, work styles, and environments in order to smoothly implement changes and bring internal and external stakeholders along through the change process. They will bring strong communications, project management, training development, and presentation experience to the role.

 

The Manager will report to the DHCD Director of Policy and Program Performance and work closely with the Chief of Programs.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

Execute:

  • Defines, plans, develops, delivers and manages communication, stakeholder, and training, management plans.
  • Develops and manages communication efforts to impacted audiences throughout the duration of the change through creation of appropriate deliverables (timelines, calendars, scorecards, presentations, etc.).
  • Contributes to change enablement strategies and plans, including training and communications within the agency, its divisions, and its external partners.
  • Tracks the implementation of the change to successful completion, often on limited timelines or with quick turnarounds.

 

Collaborate:

  • Coordinates with senior staff and project teams to ensure the successful execution of end-to-end change management strategy.
  • Develops strategies in partnership with content experts, addressing differing workstyles, cultures, and existing infrastructure.
  • Ability to quickly ramp up learning a new subject matter as well as specific Division dynamics and needs, with the ability to insightfully manage relationships with stakeholders.
  • Demonstrates collegial partnership with new teams and in environments while at the same time instituting changes that may result in significant disruption for team members or other stakeholders, many of whom may be resistant.

 

Assess:

  • Evaluates change impact assessments, program readiness assessments, and stakeholder analysis.
  • Defines and measures success metrics and monitors change progress through appropriate management tools.

 

Integrate:

  • Integrates change management and training activities into existing project plans.
  • Proactively identifies and implements improvements across programs and identify risks and issues relating to change management functions.
  • Gains an understanding of the government change roll out process, while maintaining a big-picture understanding of what needs to happen, when, and with whom as well as having a detailed understanding of specific programs, policies, and workstreams.

 

PREFERRED QUALIFICATIONS:

  1. At least five years of experience applying change management principles, methodologies, and tools for implementing change programs.
  2. Experience developing readiness programs, training or stakeholder engagement.
  3. Ability to handle ambiguity and can be flexible in their approach.
  4. Ability to translate highly technical information into easily understandable information for different audiences.
  5. Ability to think critically, ask insightful questions, and take the initiative when presented with new tasks or assignments.
  6. Excellent time management skills, including the ability to balance multiple priorities, escalate issues, adjust to changing priorities and meet required deadlines.
  7. Ability to perform tasks with attention to detail and work effectively independently with little supervision and collaboratively in a team setting.
  8. Strong analytical and problem-solving skills.
  9. Excellent written and oral communication skills.
  10. Strong computer skills with advanced proficiency utilizing Word, Excel and PowerPoint.
  11. Experience using graphics software (Adobe Suite:  Illustrator, Photoshop, etc.). and experience using Web-based training tools (Articulate 360, Adobe Captivate, Camtasia, PowToons, etc.)
  12. Experience and/or background in public policy and/or experience working with non-profit agencies.
  13. Knowledge of housing programs and resources.

This position is currently a telework position. In Spring 2022, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
