Position Summary

The Housing Stability Specialist – Impact Initiatives provides leadership, management, strategic development, and oversight to Housing Stability Department programs, with a particular focus on making an impact on the housing stability of residents in MassHousing’s affordable housing developments. The Specialist will lead the department’s grant making activities for Housing Stability Grants, Summer Youth Employment Programs, Youth RAP, and new grant and pilot initiatives. This work includes program design, stewardship of approximately $2 million in contracts and funding disbursement, contract management, evaluation of efficacy and impact, and reporting. The Housing Specialist will recommend strategic and tactical changes as required, including the establishment of inclusive grant making processes and resident-centered practices. The Specialist will manage any consultants, facilitators or staff associated with Impact Initiatives. This position serves as a liaison on internal committees as requested. They may be called on to represent the Agency on external committees and industry events and functions. Lastly, they will be responsible maintaining several external relationships for specific programming as needed with State and Municipal Agencies, Industry and Philanthropic organizations, and Community partners across the Commonwealth, and the Agency’s community of Resident Services Coordinators and Resident Leadership Boards to ensure appropriate coordination of service delivery and funding.

 

 

Specific Duties and Responsibilities

  • Work with Housing Stability Director, the Director of Strategies and Programs, and team members to define and advance the mission, strategy, and workflow of the Housing Stability Department, ensuring alignment with MassHousing’s strategic goals and outcomes that advance housing stability.
  • Assist in policy development discussions and provide consultative guidance to Agency’s internal teams on efforts and trends related to housing stability, including grant making and policy initiatives.  
  • Lead the department’s Impact Initiatives:
    • Review existing grant-making processes and programs to ensure on-going relevance to MassHousing mission and impact in advancing housing stability, equity, and opportunities for residents.
    • Collaborate with the Senior Strategy and Program Manager to establish grant making schedules and calendars; draft procurement documents and forms; and coordinate review, outreach strategies, award selection, and contracts with the MassHousing Legal, Administrative, and Diverse Business Engagement departments and other relative staff.
    • Develop strategies for inclusive grant making processes, as well as constituent and stakeholder input.
    • Develop key performance indicators and tracking tools to monitor Youth RAP, Summer Youth Employment Program, Housing Stability, and any additional Grants. Regularly assess program results against policy goals to ensure effective and efficient achievement of policy goals and report to Executive leadership; recommend ongoing program guideline changes and modifications up to and including program termination. 
    • Contract management including implementation, site visits, timely invoice review and processing, tracking, and reviewing report submissions, and ensuring compliance with any HUD or other requirements.
    • Identify best practices, policy barriers, opportunities for expansion and other key information to address housing stability in the greater affordable housing ecosystem.
    • Prepare written reports and monitor budget relative to impact area.
    • Planning for program sustainability and assist in grant acquisition activities as directed.
    • Foster relationships with community based and statewide organizations working to advance equity and promote opportunities for households in affordable housing.
    • Provide internal training to Agency staff required to support new programs.  
    • Represent MassHousing at public events.
    • Perform other related duties as assigned.

 

 

 

Knowledge, Skills and Abilities Required

 

  • Demonstrated ability to design, implement, manage the lifecycle, and measure the impact of programs.
  • Experience with procurements and contract management.
  • Demonstrated experience with State and Federally funded housing and social service programs; direct experience in areas of housing stability, economic mobility, youth development/engagement and/or community engagement is preferred.
  • Demonstrated commitment to valuing diversity, promoting equity, and contributing to an inclusive working and learning environment.
  • Experience developing external partnerships to advance Agency goals.
  • The ability to provide strategic level, critical thinking in problem solving settings, a strong attention to detail and organizational skills.
  • A strong work ethic, with a results-oriented philosophy and personal qualities of trustworthiness, openness, accessibility, kindness, flexibility, and a sense of humor.
  • Experience leveraging data and analytics to develop insights and drive decision-making.
  • Proficient in Microsoft Office Suite, including Excel.
  • Commitment to MassHousing’s mission and its stakeholders.
  • Ability to motivate and rally support in service of MassHousing’s mission and goals.

 

 

Minimum Education and Training

  • Bachelor’s degree or lived experience with housing instability and/or 12+ years of community engagement work.  Advanced degree in public policy/administration or social work helpful but not required.
  • 7+ years of relevant experience in strategic program development, implementation and impact measurement, and administration; establishing and maintaining strategic partnerships; grant-making and grant procuring program management, and civic/community engagement collaborating with diverse groups of individuals.

 

Salary Range:  $101,287 - $131,673
