Summary:

Under the supervision of the Associate Director of Housing & Stabilization, the Housing Program Manager will be responsible for implementing and supervising SFH Housing Navigation and Rapid Rehousing Stabilization efforts at our Housing Center at 39 Boylston Street and in the communities where our guests are placed. The Housing Program Manager will utilize a Housing First approach to guide team on making relationships with landlords and service planning with guests to stabilize around housing, income, and behavioral health.

This program offers medium term rental assistance combined with linkages to employment and other services in order to end clients’ homelessness as well as create longer term self-sufficiency.

Essential Duties and Qualifications:

  • In conjunction with the Associate Director of Housing & Stabilization design, develop, and implement management practices and protocols of the Housing Center including but not limited to program guidelines, funding requirements and outcomes.
  • Oversee the day-to-day management of program activities including client enrollments, creation of individualized housing navigation and housing stability plans, housing location, coordination of move-in assistance and provision of stabilization services, including linkages and referrals to appropriate service providers.
  • Reconciliation and distribution of checks to appropriate staff for distribution to landlords.
  • Ensuring HMIS data is accurate and up-to-date and that HMIS protocols are observed by staff.
  • Ensure program files are complete with all the required documentation; act as point of contact during monitoring visits by funders.
  • Tracking and monitoring program expenditures and performance on a monthly basis. Responsible for submitting a monthly progress report to the AD of Housing & Stabilization.
  • Balance projected amount of rental assistance per client with available amount of funding.
  • Compilation of all data necessary to generate reports; Timely submission of complete and accurate cash requests for financial assistance and invoices to the AD of Housing & Stabilization.
  • Works with AD of Housing & Stabilization to ensure timely reports are complete and available for the Director of Programs and Services for funders and other stakeholders including but not limited to: Quarterly Performance Reports, Annual Performance Reports, Ad-hoc Reports, Board Report and Management Reports.
  • Ensuring program compliance in accordance with all applicable laws, regulations and contractual requirements.
  • Serve as liaison between the program, referral agencies, service agencies and other stakeholders and develop a positive relationship with community partners.
  • Represent agency at community events and meetings and also serve as RRH primary contact.
  • Work collaboratively within the larger management and leadership teams at St. Francis House to provide integrated services that are aligned with agency priorities and values.
  • Apply a Recovery Oriented, Person-Centered, and Trauma-Informed approach to the programming and supervision adopting key best practices such as Motivational Interviewing and Harm Reduction.
  • Collaborates proactively with colleagues within the department as well as across SFH departments.
  • High School Diploma or Equivalency required. Further education in human services related field a plus.
  • Five (5) years experience working in a non-profit, direct care setting serving vulnerable populations
  • Experience working with homeless individuals providing housing search, placement, and stabilization case management in a direct care or supervisory/management role.
  • Supervisory experience with demonstrated skills in staff coaching, team-building, and training.
  • Knowledge of Boston Continuum of Care and Homeless Initiatives a plus.
  • Lived experience with homelessness and/or recovery a plus.
