GRADE:   G                                                                                          STATUS:               NON-EXEMPT

DIVISION/DEPARTMENT: Housing Compliance

SUMMARY OF RESPONSIBILITIES:  

Under the direction of the Deputy Director of Housing Policy and Compliance, the Housing Compliance Assistant will support the work of the Boston Planning and Development Agency’s Housing Compliance team to review and monitor income-restricted housing unit applications and recertifications.  In this role the incumbent will be responsible for obtaining and reviewing tenant-level program eligibility documentation and reports to determine if applicants to and residents of BPDA income-restricted units meet the criteria to obtain or maintain residency in these units.

GENERAL DUTIES AND RESPONSIBILITIES:

  • Document collection: Solicit and review reports and other documents from developers/property managers to ensure consistent compliance with BPDA income-restrictions on certain housing units.
  • Document review: Review files and records related to income verification for rental and ownership units and maintain system for tracking these reviews and for tracking correspondence related to these review.
  • Correspondence: Assist with correspondence and documentation related to the monitoring of owner-occupancy requirements for affordable condo units.
  • Data Entry & File Management: Update database and files with data on affordable units in upcoming and existing developments as well as tenants and owners of affordable units. Assist in maintaining accurate files on Affordable Housing Agreements, Land Disposition Agreements, and associated documents.
  • Collaboration: Assist Housing Compliance with random audits of management companies’ records to endure all documentation is in order. Work with Legal Department staff to ensure proper recording of housing agreements and other legal documents
  • Administrative Work: Participate in meetings, research, and coordination efforts to support and enforce compliance with legal agreements. Cultivate effective working relationships with staff, marketing agents, community organizations, and others as needed.

QUALIFICATIONS:  

  • Bachelor’s degree in a related field with 2-3 years of professional work experience in the administration of income-restricted housing programs or other means-test programs.  A combination of other education along with direct experience reviewing income-restricted housing eligibility documentations may be substituted for the above education and experience.
  • Excellent communication skills and team-orientated and collaborative attitude in all interactions with internal staff and external entities.
  • Familiarity and comfort with data and document organization across multiple platforms (e.g. Salesforce, Box, Google Workspace, and Microsoft Excel).
  • Strong organizational and time management skills in order to keep track of multiple deadlines and/or changing priorities.

While performing the duties of this job, employees are regularly required to sit, walk and stand; talk or hear, both in person and by telephone; use hands repetitively to handle files and operate standard office equipment; reach with hands and arms; and lift up to 25 pounds.
