QCAP operates a variety of programs that help low and moderate income residents including: Affordable Housing Development & Property Management; First Time Homebuyer Education/Assistance, Mortgage Foreclosure Counseling, Tenant/Landlord Counseling and Homelessness Prevention; Head Start Early Care and Education; Fuel Assistance and Energy Conservation; Community Care for Kids (Child Care Resource & Referral and Family Engagement Programs); South West Community Food Center and, Adult Basic Education/ESOL & Workforce Development, Financial REACH Center and Free Tax Preparation.

Position Overview: 

Part-time (15 hours per week), short-term (12 weeks – August – October), Homeownership Counselor to provide Mortgage Foreclosure Counseling and Assistance in accordance with the policies and procedures established by the agency as well as local, state and federal regulations governing various program funding.  Must have sound knowledge of fair housing laws and mortgage lending practices to provide counseling for homeownership, mortgage default, credit repair, budgeting, tenant/landlord rights and responsibilities.

Position Responsibilities:

·         Oversee all Mortgage Foreclosure/Default counseling services; provide one-on-one counseling, budget counseling, and negotiate with banks and mortgage companies. 

·         Have current knowledge of housing laws, including Fair Housing Laws and available resources for clients

·         Conduct one-on-one budget and credit counseling sessions as required.

·         Data entry into HUD approved Housing Counseling database.

Candidate Qualification:

·         Bachelor's Degree required. Sound knowledge of housing laws, home buying and mortgage underwriting processes; ability to understand complex housing regulations and subsidy programs.

·         HUD certification preferred. 

·         Minimum of three years of related experience.

·         Proven and effective communication skills.

·         Demonstrated commitment to working on behalf of clients of all income levels.

·         Excellent computer skills including ability to use Microsoft Office Software and to collect and maintain program data.
