Job Description

Valley Community Development Corporation (Valley) seeks an enthusiastic, highly motivated and experienced Fiscal Director. Valley is a community based, non-profit organization formed in 1988. Our mission seeks to empower low and moderate income people and underserved populations manage and improve the quality of their lives. We accomplish this through the development of affordable housing, providing economic opportunities, and encouraging community leadership. Valley is a Hampshire County United Way Partner Agency and a member of the Massachusetts Association of Community Development Corporations (MACDC).

Valley Community Development is seeking an experienced Fiscal Director who will have primary fiscal oversight responsibilities for all activities at Valley Community Development, including real estate community development initiatives and rental property management. The Fiscal Director will have primary responsibility for the implementation of the personnel policies and the management of employee benefits. S/he will have primary responsibility for the implementation and maintenance of the computer networking system. The Fiscal Director will report directly to the Executive Director. The position is full time, a minimum of 35 hours per week, with hours generally scheduled between 9 a.m. - 5 p.m. Monday through Friday. Occasional early morning or evening hours are required.

Primary Responsibilities Include:

  • Direct all aspects of the financial management of Valley’s operations and its affiliates
  • Develop and implement financial policies and procedures regarding general ledger, financial reporting, state and federal regulation compliance, and corporate tax and informational filings
  • Ensure that financial reporting is designed and carried out in conformance with generally accepted accounting principles (GAAP) and that internal control systems are maintained
  • Manage the agency’s cash flow, through development of regular cash flow projections, including prompt billing and monitoring of receivables, and active oversight of investments
  • Prepare and present monthly financial reports to the Audit/Finance Committee
  • Reconcile property management general ledgers and produce quarterly financial statements for Valley and affiliates
  • Handle accounts payable, accounts receivable, and payroll functions
  • Work with Executive Director and Audit/Finance Committee to prepare annual operating and capital budgets. Work with other program managers to develop budgets for contracts and programs
  • Supervise the preparation of all financial reports for grants and projects as requested by staff and funding agencies
  • Manage relationship with audit firm, including scheduling, planning, and preparation of audit work papers. Ensure that annual audits are completed in a timely manner
  • Prepare and process bi-weekly payroll

Personnel/Benefits Duties

  • Ensure consistent implementation of personnel policies as described in the Employee Handbook
  • Ensure consistent implementation of employee benefits as described in the Employee Handbook
  • Research, analyze, and recommend changes to Valley’s employee benefits, as needed or as required by law
  • Maintain complete and accurate personnel files, ensuring full legal compliance with all applicable laws and regulations

Other Duties

  • Manage Valley’s insurance coverages and ensure adequate coverage to meet agency needs. Review coverage on a periodic basis for cost and appropriateness
  • Maintain compliance with all Workers Compensation Insurance reporting requirements
  • Work with IT consultant to manage Valley’s computer networking system to meet agency needs

Desired Skills and Qualifications

  • Must be knowledgeable about non-profit financial management and the grant funded programs in use at Valley, or have the ability to quickly gain this knowledge
  • Must possess, or have the equivalent of, a bachelor’s degree in accounting or related field and at least five (5) years’ relevant experience. An advanced degree is preferred
  • Must be knowledgeable about rules governing employment practices and employee benefits
  • Ability to work independently, maintain confidentiality, exercise good judgment, and manage multiple tasks and deadlines
  • Computer literacy, including fluency in Microsoft Office Suite (Word, Excel), databases, spreadsheets and accounting software are essential
  • Organizational, budgeting and analytical skills are required
  • Computer software implementation and conversion experience a plus.
