Job Description

SUMMARY    

This position serves as the principal assistant to Senior Leadership on Identified Projects.  Provides direct project oversight and develops appropriate and effective project management procedures.  Ensures compliance with regulatory requirements.  Relieves the Leadership of a large volume of administrative duties and complex business issues/ decisions.  The position will operate with minimal direction and will report to the specified Senior Staff member.  Responsibilities are the performance of the project tasks as required, day-to-day tracking of the assigned project(s) to ensure that policies and procedures are being followed, that goals and objectives are met, and that services and projects are being accomplished efficiently and effectively within agreed upon budgets.

 

The primary responsibility is developing project plans, performing project tasks, creating, managing, monitoring, and coordinating the integrated project plans, including implementation schedules, cost estimates, resource estimates, product, services, and application deliveries.  This position is responsible for the successful completion of project(s)/task(s).

 

ESSENTIAL FUNCTIONS (see addendum for Planning and Development Department)

  1. Act as a liaison between Executive Leadership and department heads to facilitate work and accomplish objectives through a collaborative effort.

 

  1. Serve as key point person for Executive/Senior Leadership on identified Projects.

 

  1. Assist department heads with development of project plans.

 

  1. Assume leadership for assigned projects by developing work plans and managing to those plans.

 

  1. Perform Project Tasks as required and/or assigned.

 

  1. Assist with designing and implementing major initiatives.

 

  1. Prepare applications, plans, reports as required.

 

  1. Ensure compliance with project requirements

 

  1. Organize and maintain project files, databases and resource materials.

 

  1. Collect and analyze project information to determine where the project stands and to predict future status and progress.

 

  1. Assist in managing work flow tracking system of projects.

 

  1. Advice on any work flow related issues/new requests.

 

  1. Conduct project research through the Internet and other appropriate resources.

 

  1. Develop and edit documents, letters, reports and all other correspondence from the draft stage to outgoing from limited information.

 

  1. Performs all other related duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES (see addendum for Department of Planning and Development)Must be able to multi-task, redirect, prioritize and manage multiple projects to closure.

  1. Knowledge of department and executive management responsibilities.
  2. Ability to handle high-level issues.
  3. Excellent verbal and written communications skills.
  4. Ability to analyze and solve work related issues.
  5. Can work independently, perform as a self-starter and meet critical deadlines.
  6. Capable of dealing with internal and external clients in a tactful and professional manner.
  7. Strong computer skills, particularly with Microsoft software...Excel, Word, Outlook, PowerPoint, etc.
  8. Good project management skills.
  9. Good communication skills both oral and in writing.
  10. The ability to "get things done".  It requires an understanding of the formal and informal structures of the organization.
  11. Ability to communicate with staff on behalf of Exec./Senior  Mgt. to solicit feedback or input as needed.
  12. Maintain strict confidentiality in all matters concerning the Exec. Team.

 

EDUCATION AND EXPERIENCE (see addendum for Department of Planning and Development)

Graduation from an accredited college or university with a degree in a field related to the essential function of the Department assigned to. 

Five years experience in the areas required by the Department assigned to. Masters’ degree may be substituted for one year of experience. 

Must be able to communicate effective orally, and in writing.  Must have a valid Connecticut driver’s license.

Executive Project Manager 1 – Planning and Development

 

 

ESSENTIAL FUNCTIONS

  1. Coordinate and/or inspect Authority properties and recommend modifications and repairs in the interest of economical and efficient operations. 
  2. Actual project management of multi-phased projects supervising architects and contractors. 
  3. Direct under direction of Director in preparing budgets for modernization and energy conservation work.
  4. Preparation of mechanical and construction drawings, designs, contract documents, bid documents, technical specifications, cost analyses and estimates.
  5. Review, coordinate and/or prepare bids received for conformance with plans and specifications with appropriate staff.
  6. Advanced facility with Computer use; Proficiency in Microsoft Word, Excel, Powerpoint, Microsoft Project, and Microsoft Outlook
  7. Inspect construction and mechanical work in progress to ensure compliance with plans, specifications, and local, State and Federal Codes.
  8. Coordinate, direct and review in contract supervision, construction supervision and payment cost controls.
  9. Review of records of job site conditions.
  10. Prepare punch lists of construction defects and perform follow-up inspections.
  11. Coordinate, lead and/or attend job meeting on behalf of the Authority.
  12. Coordinate and/or instruct in-house personnel in energy management techniques.  Coordinate or direct service personnel with mechanical and service systems as required.
  13. Responsible for coordinating and/or assisting in managing and monitoring construction, vacancy preparation and modernization activities for the Authority.
  14. Coordinate and/or review outside contractor’s conformance with the Davis-Bacon Act.  EEO Regulations and other relevant labor/wage requirements.
  15. Prepare or review outside consultants’ drawings and specifications under the supervision of the Director of Planning and Development.
  16. Tracking of departmentental projects through means of a consolidated project schedule..
  17. Define departmental  procedures and processes and make recommendations for revision of protocols.
  18. Develop solutions by preparing and evaluating alternative workflows
  19. Provide training and support to staff for implemented solutions
  20. Develop documentation and reference materials relevant to implemented solutions
  21. Design and write policies and procedures for the Department of Planning and Development,as needed. P&D provides services to ECC residents, other departments in the agency and to our affiliate organizations performing development and property management tasks. Successful candidate will be willing and able to perform a wide variety of tasks and interface between multiple organizations, persons at all levels to accomplish agency goals.
  22. Perform other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES

  1. Strong computer skills, particularly with Microsoft software...Excel, Word, Outlook, PowerPoint, Microsoft Project, etc.
  2. Ability to read Architectural and Engineering drawings and specifications, and understand details and implications on design.
  3. Knowledge of construction, as evidenced by successful completion of construction projects.
  4. Proven ability to manage multiple design and construction projects simultaneously.
  5. Familiarity with current building codes.
  6. Ability to work in AutoCAD, a plus.
  7. Ability to work in an environment of competing priorities.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS

Typical office environment and able to attend meetings, trainings and travel to sites unaccompanied.

Ability to move around and inspect construction sites at all levels.

Hours are determined by task completion, not by the clock. There will be evening responsibilities, as well as early morning meetings, as common in a construction and City agency meeting environment.

EDUCATION AND EXPERIENCE

Graduation from an accredited college or university with a degree in Architecture, Engineering, Environmental studies, Construction Management or related field.

Five years’ experience in a Public Housing, Multi-Family Housing, Property Management, Asset Management for Housing, or environment that can be related to same is required.

Prior Design and Construction Project Management experience is required.

Must be able to communicate effectively, orally, and in writing.  Must have a valid Connecticut driver’s license.
