LEXINGTON HOUSING ASSISTANCE BOARD, INC. (“LexHAB”)

Job Description for Executive Director

 

Reports to:      LexHAB Board of Directors

FLSA Status:     Exempt

 

GENERAL SUMMARY:

 

Under the general supervision of the LexHAB Board, an independently chartered not-for-profit corporation,  the director will provide oversight of the day-to-day administration of LexHAB. This position is expected to be part time.

 

ESSENTIAL JOB FUNCTIONS:

 

Administrative Tasks 

  • Interprets, implements and administers, collectively, with the advice of counsel and the Housing Director, all policies and procedures of LexHAB as well as all applicable federal and state housing regulations.
  • Represents the Board and maintains liaison with regulatory agencies, local officials and community-based organizations, interpreting and explaining the Board’s policies, programs and services, needs and other matters of mutual interest. Assists in preparation of neighborhood meetings.
  • Reviews, approves and implements regulations and directives from governmental and regulatory agencies and responds to requests in a timely manner including but not limited to the Annual Report due to RHSO and the Town of Lexington
  • Acts as the Board’s Contracting Officer, receiving bids for Board approval, executing contracts for work by others and monitoring work in progress for compliance with contractual provisions.
  • Acts as the Board’s Personnel Officer, ensuring that all personnel policies, procedures, job descriptions and general practices conform to all applicable state and federal laws.
  • Assists Board in preparation of funding requests including but not limited to executing grant requests and marketing initiatives.
  • Attends and participates in the meetings of the Board and assist in preparations for the meeting
  • Works with the Housing Director in the development of LexHAB’s policies and procedures for presentation to the LexHAB Board.

 

Management Tasks

Collaborates with and supports the Financial Administrator and LexHAB’s treasurer to prepare and administers LexHAB’s annual budget, supervising the management and control of the agency’s payables, receivables, cash and assets associated with operating contracts, insurance administration and all internal and external financial operations.

 

Maintenance

  • Supervises the purchase of equipment, materials and labor to meet the standards of good and proper maintenance.

Manages the ongoing maintenance and upgrade of all units in the inventory, Including capital programming, scheduling, budgeting and oversight of all activities.

Development of New Properties

  • Manages development of new projects including application to DHCD, application for comprehensive permit, request for design and construction services and administration of construction.
  • Responsibility for maintaining good relations with neighbors of LexHAB projects including arrangements for neighborhood meetings and for providing project information to the Town, neighbors and public.

Other

  • Performs other such duties as may be assigned by the Board

The employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, the ability to adjust focus, and the ability to distinguish colors.

 

Employee may be required to visit construction sites, navigate unstable terrain and be exposed to inclement weather.

 

Work Environment

 

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

 

The noise level in the work environment is usually loud in field settings, and moderately quiet in an office setting.  When outdoors at the job site, the job will involve working around heavy machinery (loaders, backhoes) and noisy equipment.  The employee may be subject to inclement weather situations including high heat, extreme cold, heavy winds, and rains and long hours.  The employee may be subject to heavy fumes and strong odors.

 

 

 

EDUCATION & EXPERIENCE:

  • Experience in housing management, construction or renovation of new development, community development, public administration or closely related field(s);

 

 

QUALIFICATIONS:

  • Executive level management experience
  • Familiarity with local, state and federal regulations and procedures as they relate to housing development,
  • Familiarity with construction and housing maintenance.
  • Excellent written and verbal communication skills.
  • Proven leadership ability.
  • Proven ability to work collaboratively with staff, community leaders and regulators.
  • Experience in public relations.
  • Working knowledge of fiscal management. 
  • Specific skills in Excel, Word and related software applications.
  • Ability to utilize property management software.
  • Ability to prepare and issue clear and concise instructions, both verbally and in writing.
