The ESG Compliance Monitoring Contractor functions as the primary monitoring specialist for Emergency Solutions Grant – COVID-19 (ESG-CV) funding from the U.S. Department of Housing and Urban Development (HUD) as part of the 2020 Coronavirus Aid, Relief, and Economic Security (CARES) Act in response to the COVID-19 pandemic as well as annual Emergency Solutions Grant (ESG). DHCD is utilizing ESG-CV funds to support emergency shelter and rapid re-housing services to persons experiencing homelessness, as defined by United States Department of Housing and Urban Development (HUD), mitigating the long-term economic impacts of COVID-19. The ESG Compliance Monitoring Contractor will audit 60 plus contracts ensuring all vendors comply with federal and state regulations and provide high-quality services.

The incumbent is a member of the Federal Grants Unit & works closely with the Director of Individual Homelessness Systems, ESG Contract Coordinator and the ESG Reporting Specialist Contractor to ensure that ESG & ESG-CV funded services are coordinated with other state & federal resources, that contracted deliverables and HUD reporting standards are met, and that funded programs ultimately align with the Division of Housing Stabilization’s mission to ensure that homelessness is rare, brief, and non-recurring by connecting constituents to housing and human services, providing temporary, low-barrier, housing-focused shelter, and quickly ending homelessness through rapid rehousing efforts.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

  1. Develop & maintain a monitoring plan for all ESG-CV and annual ESG contracts to ensure compliance with HUD requirements. The plan should sufficiently flag contracts that are at high risk due to non-compliance or poor performance.
  2. Conduct site visits and/or desk reviews of all 60+ contracted vendors/providers and subcontractors.
  3. Work with internal staff to address areas of non-compliance with vendors and develop corrective action plans when reviews result in findings for questioned and/or disallowed costs, or when serious management of regulatory infractions occur.
  4. Investigate client complaints and intercede in resolution process between homeless service providers and clients, if needed.
  5. Work closely with DHCD staff including ESG Contract Coordinator and Deputy Director to coordinate statewide use of ESG-CV funding with entitlement communities, Continua of Care (COC), and other CARES Act resources.
  6. Assist with internal communication with HUD representatives and technical assistance providers; communicating new information to internal staff, state agency partners, entitlement communities, CoC Leads, and vendors, as needed.
  7. As needed, participate in development of & provide administrative support to ESG-CV procurements through writing & reviewing procurement language, developing scoring & review tools, participating in reviewing and scoring responses, and negotiating with interested respondents.
  8. Identify need for, develop, coordinate, and provide technical assistance and training to vendors and providers around the use of ESG-CV funding through GotoMeeting and Microsoft Teams software, web based training tools, classroom training and as needed in-person and virtual site visits to contracted & sub-contracted organizations.
  9. Assist in the development of DHCD Five Year Consolidated Action Plan and subsequent Annual Action Plans.
  10. Support Active Contract Management (ACM) performance management efforts as needed to use data to identify successes and troubleshoot areas for improvement.
  11. Perform other related duties as required.

PREFERRED QUALIFICATIONS:

1. Excellent written and oral communication skills.

2. Experience in fiscal and program analysis, coordination, and planning.

3. At least intermediate proficiency in using both Microsoft Word and Excel.

4. Ability to handle multiple priorities.

EXTERNAL COMMENTS:

This is a contract position working up to 37.5 hours per week. The hourly rate for this position is between $40.56 and $43.07.  The estimated contract start date is 02/14/22 with a contract end date of 09/30/22.

This position is currently a telework position. In Spring 2022, this position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days.

Benefits are unavailable with the exception of sick leave accruals.

State and federal taxes will be withheld. In addition the contractor must participate in the Alternative Retirement Program mandated by federal law.

All employees will be paid on a biweekly basis and must have direct deposit.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines.  Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

QUALIFICATIONS:

Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
