The Engineer Supervisor is responsible for providing oversight, guidance and support to staff engineers in the DHCD’s Architecture and Engineering Service Unit (AESU) within the Department of Housing and Community Development’s Public Housing Division. The incumbent supports staff in the disciplines of mechanical, electrical, plumbing and civil engineering, and ensures that they are developing the appropriate strategies required to advance projects through the various design stages.  As needed, the Engineer Supervisor intervenes in the review process to resolve project-specific disputes that staff engineers cannot resolve or when technical, budget or schedule issues are particularly sensitive or critical.  He/she assists in the development and administration of modernization programs, design guidelines, sustainability strategy and analysis of data, design review procedures and technical standards.  In addition to staff supervision, the Engineer Supervisor maintains a project review portfolio providing technical assistance to local housing authorities and their consultants in designing new and renovating existing public housing developments.

The ideal candidate is a Registered Professional Engineer in mechanical, electrical, civil engineering or a related engineering field in the Commonwealth of Massachusetts with at least six years of experience in the profession, including extensive design, detailing, and cost-estimating experience.  He/she has demonstrated experience working both independently and as part of a team.  The incumbent is able to communicate effectively, manage multiple priorities and meet deadlines.  He/she has demonstrated proficiency using Microsoft Word, Excel, Outlook, PowerPoint and Access.  At least 2 years in a supervisory/management role is preferred.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

1.       Trains and manages a staff of Engineers in the disciplines of mechanical, electrical, plumbing and civil engineering in support of the Bureau of Housing Development and Construction’s goals of designing, producing and maintaining quality public housing buildings and facilities.

2.       Manages all engineering unit production and outputs to meet Bureau goals for each fiscal year, coordinating with the Supervising Architect, the Sustainability Program Developer and the Assistant Director of AESU.

3.       In conjunction with the architect supervisor, prepares staffing plans, assigning responsibilities, RFS schedules and review schedules for all engineering-related projects and determines appropriate strategies to help keep projects on schedule.

4.       Motivate subordinate staff to work creatively and effectively in fulfilling the Unit’s role in meeting the Bureau’s goal of the modernization and production of high quality public housing.

5.       Supervises the development of EPRS criteria and evaluates the performance of subordinate staff in relation to EPRS standards and recommends methods or programs for individual staff development.

6.       Trains new and existing staff in Unit, Bureau, Division and Department policies, procedures and initiatives.

7.       Hires persons reporting directly to this position. Resolves personnel issues in consultation with Assistant Director/Bureau Director.

8.       Meets regularly with staff to review and approve all actions of subordinate staff with complex or sensitive technical, financial, legal or political implications.

9.       Meets regularly with AESU Assistant Director to discuss policy issues or problems related to technical issues as well as managing and expediting the design review process.

10.   Participates in training programs and coordinates training programs for AESU staff targeted to programmatic, procedural and technical issues and designed to enhance housing development and modernization procedures and policies.

11.   Manages a portfolio of capital improvement engineering projects concurrent with other supervisory duties and responsibilities.

12.   Conducts field investigations and provides technical assistance on housing-related engineering issues for subordinate staff, other DHCD personnel and local housing authorities.

13.   Prepares scope of services, cost estimates, fee proposals, and schedules for design consultant in the form of a Request for Services or Work Order or reviews such work products by LHA consultants.  May participate in designer selection and designer performance evaluation process.

14.   Conducts an engineering review (mechanical, electrical, civil, and plumbing) of technical drawings and specifications for compliance with applicable code and DHCD design requirements.  Coordinates the engineering review with the Unit’s architectural review staff.

15.   Advises local housing authorities on engineering projects in the preparation of five year capital improvement plans (CIP5). Reviews the CIP5 submitted by local housing authorities.  Provides recommendations for scope, budget, and schedule for LHA capital projects.

16.   Conducts feasibility and technical research studies and drafts or assists in the drafting of the Bureau of Housing Development and Construction (BHDC) Design and Construction Guidelines and Standards.  Trains or assists in the training of designers working on behalf of LHAs in the use of such guidelines and standards and trains in BHDC design and bidding procedures and evaluates designer performance in this area.

17.   Advises Construction Management Unit on technical merits of complex change order proposals and other contract amendments.

18.   Prepares detailed in-house specifications for particular engineering projects and for construction purposes when requested and directed by the Supervisor.

19.   Participates in the Sustainability Strategic Planning, the implementation of the plan and projects; along with the Sustainability Director, attends meetings & collaborates on the projects of Partner Program/Agencies, LHAs, RCATs and other Stakeholders; assists in the implementation of both DHCD and Partner Agencies sustainability engineering projects; and writes/revises Design Guidelines for Sustainability related to engineering technology/resource conservation.

20.   Other related duties as assigned.

PREFERRED QUALIFICATIONS

1.       Registered Professional Engineer in mechanical, electrical, civil engineering or related engineering field in Commonwealth of Massachusetts.

2.       Bachelor’s degree or higher in mechanical, electrical, civil engineering or related engineering field is preferred; at least six years of experience in the profession, including extensive design, detailing, and cost estimating experience and at least two years of experience in management/supervisory role is preferred.

3.       Knowledge of engineering issues (mechanical, electrical, civil, plumbing), materials, construction methods, building equipment, technical detailing of construction drawings, maintenance issues, and code requirements as they relate to housing modernization and construction.

4.       Experience in management of the design and construction process, particularly in the public sector.

5.       Knowledge of State and DHCD policies, design standards and guidelines, and operating procedures, including public bid laws.

6.       Knowledge of proactive capital planning including an ability to weigh priorities for capital improvement projects given limited funding, and proposing realistic scopes, budgets and schedules for the projects.

7.       Knowledge of management principles and practices including planning, organizing, directing, staffing, controlling and budgeting.

8.       Ability to problem solve including analysis of issues, draw conclusions and proposing appropriate recommendations.

9.       Ability to write and communicate in a concise and accurate manner.

10.   Ability to work independently or in a team setting and meet deadlines with minimum supervision.

11.   Knowledge of inspection techniques followed in engineering (mechanical, electrical, civil, plumbing), projects.

12.   Knowledge of safety practices and procedures followed in engineering (mechanical, electrical, civil, plumbing), projects.

13.   Demonstrated ability to use MS Word, Excel, Outlook, PowerPoint and Access, including but not limited to word processing, spreadsheets, emailing and calendars.

14.   Knowledge of dispute resolution techniques.

15.   Demonstrated ability to bring order, structure and control to complex projects.

16.   Occasional evening work may be required as part of the regular duties of this position.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.  In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the salary range.

QUALIFICATIONS

Minimum Entrance Requirements:  Applicants must have at least (A) six years of full-time, or equivalent part-time, technical or professional experience in civil engineering work in such areas as construction, survey, design, transportation, hydraulics, structural, sanitary, drafting, environmental, highway, architectural, airport, soils and materials of which (B) at least four years must have been in a professional capacity, and (C) of which at least two years must have been in a supervisory, managerial, or administrative capacity, or (D) any equivalent combination of the required experience, and the substitutions below.

Substitutions:

I.  An Associate's degree with a major in civil engineering** or civil engineering technology** may be substituted for a maximum of one year of the required (A) experience.*

II.  A Bachelor's degree with a major in civil engineering** or civil engineering technology**, may be substituted for a maximum of two years of the required (A) experience.*

III.  A Graduate degree with a major in civil engineering** may be substituted for a maximum of two years of the required (A) experience and one year of the required (B) experience.*

**NOTE: The terms civil engineering and civil engineering technology include related engineering disciplines, such as construction, survey, hydraulics, design, transportation, structural, soils, sanitary, environmental, drafting, highway, architectural, mining, airport and materials.

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.  No substitutions will be permitted for the required (C) experience.

Special Requirements: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License may be required.
