The Emergency Rental Assistance Program Coordinator (hereinafter known as “the Coordinator”) plays a crucial role in the Division of Housing Stabilization and in the Eviction Diversion Initiative (EDI). The Coordinator is part of a team responsible for monitoring performance and providing trainings and technical assistance (TA) to Regional Administering Agencies (RAAs) in their administration of the Emergency Rental Assistance Program (ERAP), Residential Assistance for Families in Transition (RAFT), and other emergency housing assistance programs. The Coordinator must remain up to date on program policies and guidance and work with RAAs and stakeholders to implement guidance in the field.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. Provide direct “hands on” technical assistance to RAAs to improve operational performance and ability to deliver ERAP, RAFT, and emergency housing assistance program outcomes in emergency timeframe.
  2. At the direction of the Compliance and Technical Assistance Supervisor or Program Director, coordinate and implement changes to ERAP and/or RAFT policies and guidance and disseminate guidance to the RAAs, stakeholders, and the public.
  3. Identify training and/or deeper technical assistance needs among the RAAs (individually and statewide) and coordinate with Program Director, Compliance and Technical Assistance Supervisor, and other Coordinators to conduct trainings and implement agency-specific technical assistance plans.
  4. Conduct program reviews with RAAs to ensure appropriate administration of funding, as well as compliance with programmatic guidance and regulations.
  5. As needed, assist the Database Management Specialist with data review and analysis, including production of reports for internal and external use.
  6. Prepare documents for annual contracts with RAAs and for contract amendments, as needed.
  7. Participate in policy and planning meetings and assist in conducting presentations with external stakeholders. Represent DHCD on various internal and external working groups and committees, as required.
  8. Assist with other duties as assigned.

PREFERRED QUALIFICATIONS:

This is a 2 year position with benefits. The end date may be extended based on availability of funding.

  1. Knowledge of housing programs and resources, with particular emphasis on local, state and/or federal homelessness prevention and/or rapid rehousing programs, rental assistance, supportive housing, and/or transitional housing.
  2. Familiarity with DHCD programs such as RAFT, Emergency Assistance, HomeBASE and/or other DHCD rental assistance programs.
  3. Experience working with non-profit agencies.
  4. Experience or knowledge of grant/contract compliance.
  5. Experience in conducting program audits/monitoring.
  6. Proficiency in using Microsoft Word and Excel to produce documents and reports.
  7. Ability to provide guidance to diverse groups and elicit support and cooperation.
  8. Excellent written and oral communication skills.
  9. Ability to analyze extensive reporting requirements for contracting agencies and coordinate implementation.
  10. Ability to take initiative, work effectively independently with little supervision and in a team setting.
  11. Travel across the state may be required after the pandemic ends. Those employees who elect to use a motor vehicle for travel must have a current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
