Department of Housing and Community Development (DHCD) is within Housing and Economic Development Secretariat and its work touches the lives of all Massachusetts residents.  DHCD's mission is to strengthen cities, towns and neighborhoods to enhance the quality of life of Massachusetts residents by providing leadership, professional assistance and financial resources to promote safe, decent affordable housing opportunities, economic vitality of communities and sound municipal management.

DHCD’s Division of Rental Assistance (DRA) administers federal and state rental assistance programs and homeless prevention programs including but not limited to: the federal Housing Choice Voucher program (tenant-based and project-based); the Moving to Work (MTW) Program, the Section 8 Moderate Rehab and Moderate Rehab/SRO programs; and state-funded rental assistance including the Massachusetts Rental Voucher Program (tenant-based and project-based), and the Alternative Housing Voucher Program.  Currently, nine Regional Administering Agencies (RAAs), approximately 130 LHAs, and one limited partnership, administer these Rental Assistance Programs throughout the Commonwealth on behalf of DHCD.

In DHCD’s Division of Rental Assistance which is comprised of a unit of 24 employees the Emergency Housing Voucher Coordinator serves as the agency’s lead on facilitating the Emergency Housing Voucher (EHV) Program authorized in 2021 through the American Rescue Plan. The Emergency Voucher Coordinator reports to the Director of Rental Assistance.  This position ensures the timely administration of these vouchers and serves as a liaison among the Division of Rental Assistance (DRA), the Division of Housing Stabilization (DHS), the Regional Administering Agencies (RAAs), and local referral partners, including Continuums of Care (CoCs), victim service providers (VSPs), and other identified referral agencies.

DUTIES AND RESPONSIBILITIES (these duties are a general summary and not all inclusive):

  1. Coordinates all aspects of the EHV Program, including serving as the primary liaison among DRA, DHS, RAAs, and referral partners, accepting referrals from approved referral partners, accurately entering referrals into the database, and assigning referrals to the appropriate RAA.
  2. Serves as DRA’s primary information contact for the program and refers calls to the appropriate RAA, referral partner, or service provider, as necessary.
  3. Provides technical assistance to RAAs, referral partners, and the public.
  4. Ensures the timely administration of the vouchers, including working with the Director of Federal Programs, the Assistant Director of Federal Programs, the Performance and Compliance Analyst, and the Data Systems Analyst to monitor timely and expedited voucher issuance, processing of Requests for Tenancy Approval, inspections, and leasing.
  5. Works with the Director of Federal Programs, the Assistant Director of Federal Programs, the Performance and Compliance Analyst, and the Data Systems Analyst to monitor turnover of the vouchers, acceptance of new referrals when permissible, and attrition when necessary.
  6. Coordinates tracking the utilization of the EHVs, as well as other Special Purpose Vouchers, including Veteran’s Assistance Supported Housing (VASH), Family Unification Program (FUP), and Mainstream, in order to monitor and evaluate performance and continue to ensure successful rates of utilization.
  7. Works with Director of Federal Programs and other DRA staff to improve referral networks, connection to services, and utilization for all of DHCD’s Special Purpose Vouchers, including EHVs.
  8. Works with DRA staff to develop future programs and policies targeted toward special populations including but not limited to homeless people, people with disabilities, people living in or coming out of institutions, and survivors of and those fleeing domestic violence, sexual assault, and human trafficking.
  9. Reviews and analyzes program reports in order to evaluate program administration and provides recommendations for possible efficiencies and overall improvement of program administration, including voucher reallocation recommendations.
  10. Responsible for all procurement, contract, and management activities related to Memoranda of Understanding, including facilitating and processing amendments.
  11. Collects, reviews, and approves invoices for processing by the division’s fiscal team, which will necessitate a good understanding of the Reconciler and Tenmast, a consistent application of relevant budgetary and programmatic parameters, and prompt communication with internal and/or external parties when questions/discrepancies arise.
  12. Other duties as assigned.

PREFERRED QUALIFICATIONS:

This is a 2-year position with benefits. The end date may be extended based on availability of funding.

  1. 3-5 years prior experience and/or knowledge of rental assistance or a related field.
  2. Understanding and familiarity of HUD Secure Systems and performance measurements [EIV, PIC, VMS (Voucher Management System), SEMAP/SETMAP].
  3. Ability to interpret detailed and technical federal housing program requirements.
  4. Excellent written and oral communication skills.
  5. Excellent customer service skills and ability to provide guidance to diverse groups and elicit support and cooperation.
  6. Ability to take initiative, work independently with minimal supervision and collaboratively in a team setting.
  7. Proficiency using Microsoft Word, Excel, PowerPoint, Outlook, rental assistance management software.
  8. Occasional travel is a requirement of this position. Possession of a current and valid Massachusetts Class D Motor Vehicle Operators’ license or the equivalent from another state is required.

This position is currently a telework position. The successful candidate will work remotely but must be flexible and able to perform duties in a shared office workspace as required.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
