Position Summary

 

The Diverse Business Engagement Manager is primarily responsible for ensuring that all MassHousing financed projects maximize minority owned business (MBE) and women owned business (WBE) utilization and workforce participation. The Diverse Business Engagement Manager reports directly to the Director of Diversity & Inclusion. The Diverse Business Engagement Manager works closely with General Contractors and Property Managers to implement MBE/WBE goals for utilization and workforce.

 

The Diverse Business Engagement Manager will build and maintain strong relationships with all stakeholders. The primary focus is to ensure diverse businesses are receiving business opportunities on MassHousing projects. The role will perform project management task including compliance, monitoring, and tracking. They will perform oversite of the reporting systems under the guidance of the Director of Diversity & Inclusion.

 

The Manager collaborates with MassHousing staff, including Rental Operations and Rental Lending teams, providing innovative ideas and practices around project compliance.  The Manager is a business professional who can fit into a fast-paced lending work environment, to provide effective community outreach, foster creative ideas around networking, and be a connecter of various resources to diverse businesses to increase capacity growth.

 

 

Specific Duties and Responsibilities

 

Client Service

  

  • Serve as the primary point of contact between the Agency and external stakeholders and facilitates resolution of minority and women owned business program issues between General Contractors, Property Managers, and Diverse business owners.  Listen to the needs of external and internal clients, triage and recommend appropriate supports.
  • Provide strategic recommendations and solutions to Director of Diversity & Inclusion.
  • Build and maintain relationships with new and known Diverse Business firms.
  • Assist with scheduling and facilitating various events, virtually and in person.
  • Effectively communicate to Senior level as well as Junior level staff.
  • Assist the Diversity & Inclusion Director with administration of the multi-family lending pipeline; provide routine update and monitors key milestones, documents, policies, and actions related to program eligibility. 
  • Provide technical assistance and workshops with Property Managers, General Contractors, and Diverse Business owners in various trades to provide smarter business alignment.
  • Provide training on how to use Reporting system, Business Opportunity tool, and other initiatives

 

Data Management & Reporting

 

  • Review data and track milestones, and review General Contractors/Developers payment submissions.
  • Gather, compile, research data on how projects are progressing and how we can continue to assist them. Use this information to create testimonials to meaningfully report our work to our community.
  • Ensure quality reporting of diverse business activity, including working with General Contractor’s, and Property Managers to ensure documentation is submitted properly and in a timely manner.
  • Ability to analyze data and generate various reports and predict trends.  
  • Oversee the Business Opportunities tool on MassHousing.com website
  • Perform Diverse Business Verification process for MassHousing directory.
  • Set-up new projects in the Compliance Diversity Management System(CDMS) for reporting .

 

Planning & Support

 

  • Provide program support acting as the point person for the administrative needs.
  • Work with team to plan programs.
  • Conducts regional meetings with General Contractors and Property Management companies.
  • Monitor, measure, track, and report on each project’s progress towards MBE and WBE goals, both internally and with Developers and Contractors.
  • Serve as liaison with client relationship, monitoring the performance and providing technical assistance for successfully achieving goals.
  • Escalate discussions to Director of Diversity & Inclusion if a project is persistently underperforming.
  • Assist with expanding and maintain the MassHousing database of MBE and WBE subcontractors and vendors, including vendors that can be utilized both in Rental Asset Management and Project Development.
  • Work to identify and support growth of emerging MBE and WBE sub-contractors and other industries.
  • Provide statistics on performance of goal achievements. 

 

The Diverse Business Engagement Manager is a mission-driven team player who can communicate effectively in multiple venues. The Manager must have the capacity to operate in the community and to collaborate internally to develop, maintain, and expand the database and reporting system; to demonstrate a team player mindset with other MassHousing staff; have a desire for professional development in an evolving role; and possess a disposition of readiness for completion of task and projects. They must have strong project management background.

 

 

Knowledge, Skills and Abilities Required

 

  • Background with the construction industry in Massachusetts, including knowledge of trades and subcontractor process.
  • Strong commitment to and experience with MBE and WBE requirements and sub-contractor hiring.
  • Strong project management including familiarity with estimating, or exposure to certified payroll with a contractor or developer preferred.
  • Broad knowledge of tax credit equity, government and private debt lending programs, including credit enhancement and rental subsidy programs.
  • Excellent oral and written communications skills.
  • Must be proficient with Microsoft Office, Excel and database software.
  • Ability to work independently and as a member of a team.
  • Detail oriented approach.
  • Detail oriented and proven analytical skills including technology.
  • Strong knowledge of information technology.  
  • Demonstrated ability to communicate to various levels of stakeholders both internal and external to the organization.

Minimum Education and Training

  • Bachelor’s degree in Business Management or related field.
  • 5-7 years of work experience with the Supplier Diversity Program.  Experience with marketing, business development, project/program, and strategic management, monitoring and evaluation, workforce readiness, and affordable housing and lending preferred.

 

 

Salary Range:  $92,338 - $120,040

This position has been designated as "Mobile" under MassHousing's Alternative Work Schedule (AWS)-hybrid work model.  However, during the first 90 days, the employee may be expected in the office more frequently for training and onboarding.
