Job Description

Department of Housing and Community Development (DHCD) is seeking a Director of Operations, Performance and Policy for the Division of Housing Stabilization!

 

AGENCY MISSION:

DHCD is within Housing and Economic Development Secretariat and its work touches the lives of all Massachusetts residents.

 

DHCD's mission is to strengthen cities, towns and neighborhoods to enhance the quality of life of Massachusetts residents by providing leadership, professional assistance and financial resources to promote safe, decent affordable housing opportunities, economic vitality of communities and sound municipal management.

 

OVERVIEW OF ROLE:

The Director of Operations, Performance, and Policy, (hereinafter known as “the Director”) reports to the Deputy Director, Division of Housing Stabilization (hereafter known as “the Deputy Director of Housing Stabilization”) and manages a cross-functional portfolio of work that interfaces with each program and unit within the Division of Housing Stabilization (DHS) to further the Department of Housing and Community Development’s (DHCD’s) goal of making homelessness brief, rare, and non-recurring.

 

The Director works collaboratively with the Director of Housing Stabilization, the Deputy Director of Housing Stabilization, and senior managers in the Division of Housing Development, and occasionally other DHCD program, legal, and fiscal staff and external stakeholders to advance the following objectives:

 

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

 

1) POLICY MANAGEMENT:

  • Ensures that regulations and sub-regulatory policy guidance is aligned with state and federal statutory obligations and overall DHCD strategy to make homelessness rare, brief, and non-recurring.
  • Ensures that program policies are maintained and regularly reviewed and updated as appropriate.
  • For the Emergency Assistance and HomeBASE programs, the Director establishes and leads effective and sustainable practices for managing the regular policy process, including but not limited to the creation of an Administrative Plan and an annual revision and reissuance process, the issuance of temporary notices to direct policy changes outside of the annual revision and reissuance process.
  • Attends the standing policy collaboration meetings with the Department of Transitional Assistance (DTA) on behalf of DHCD, and facilitates additional inter-agency collaboration to address families’ holistic needs.
  • For the Individual Shelter and Residential Assistance for Families in Transition (RAFT) programs, the Director supports the respective program directors and their teams in managing their respective policy processes.

 

2) OPERATIONS MANAGEMENT:

  • Advises the Director of Housing Stabilization and Deputy Director of Housing Stabilization in human resources management, business process improvement, procurement, and optimizing the organizational structure of the Division.
  • In partnership with the Deputy Director of Housing Stabilization, the Director creates and tracks progress on a Division-wide work plan and a Division-wide IT plan.
  • Works with key Division staff, agency IT staff, and external vendors to create, maintain, and improve the data management systems and tools to make the Division more efficient and effective [including but not limited to: Efforts To Outcomes All Services Integrated System Tracker (ETO/ASIST)Homeless Management Information System (HMIS), RAFT end-to-end (E2E) solution , HAPPY, Five9 contact center technology, and business intelligence/data analytics systems].
  • For the Emergency Assistance and HomeBASE programs, the Director establishes and leads effective and sustainable practices for managing the regular protocol development and revision process based on changes in policy and data-driven performance management exercises.
  • For the Individual Shelter and RAFT programs, the Director supports the respective program directors and their teams in managing their respective protocol processes.

 

3) PERFORMANCE MANAGEMENT:

  • For all DHS programs, the Director establishes and leads a regular and ongoing data-driven performance management process that will increase transparency, performance, and capacity of DHS programs, including but not limited to Emergency Assistance and HomeBASE, Individual Shelter, and RAFT.
  • Development of key performance indicators and program health measures informed by statutory obligations, current and future regulations, sub-regulatory policy in the form of administrative plans and their analogues or successors, and program protocols.
  • Where appropriate, the Director partners with the Manager of Data and Performance on DHCD’s agency-wide Strategy, Policy, and Operational Transformation (SPOT) Team, who maintains an executive-level, agency-wide data dashboard, and other members of the SPOT team as appropriate.

 

4) TRAINING OVERSIGHT:

  • The Director manages the Training Manager, who will serve as the head of the Training Unit, which works across DHS and with third-party partners to design, develop, and deliver onboarding, ongoing, and ad-hoc training necessary for the administration of DHS programs.

 

5) DIVISION STRATEGY AND READINESS:

  • Supports the Director of Housing Stabilization and Deputy Director of Housing Stabilization and the DHS senior management team in the identification of major programmatic issues and developing strategic goals for each program and DHS as a whole.
  • Works with IT staff to constantly improve the utility of information technology systems, tools, and databases that hold large quantities of applicant and participant data.
  • Works with senior managers to institute clear operational protocols and advise on the deployment of human resources, ensuring that Division staff are well-supported with the tools, information, and supports needed to effectively administer the core programs of the Division.
  • Works with DHCD senior policy, legislative, and communications staff, as well as their direct reports, to draft appropriate outward-facing communication, such as website content, marketing materials, conference presentations, event briefings, press releases, and responses to constituent issues, press inquiries, and public records requests.

 

PREFERRED QUALIFICATIONS:

  1. Extensive knowledge of one or more of DHCD’s homelessness & housing stabilization programs or another equivalent public benefits program. The administration of such programs that serve extremely low-income households; individuals with disabilities; speakers with limited English proficiency; households experiencing trauma including but not limited to domestic violence; and racially, culturally, and linguistically diverse populations is strongly preferred.
  2. Ability to quickly “ramp up” on new subject areas.
  3. Excellent organizational, management, supervisory, interpersonal, public speaking, and writing skills is essential.
  4. Knowledge of management principles and practices, including planning, organizing, directing, staffing, controlling and budgeting.
  5. Demonstrated ability to use data to guide programs and operations.
  6. Demonstrated ability to effectively supervise staff.
  7. Excellent writing and verbal communication skills.
  8. Skills in problem analysis and conflict resolution.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

 

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

 

Education, licensure and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth’s website.

QUALIFICATIONS:

 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
