Job Description

We are seeking a Director of Leased Housing of Rental Assistance to oversee CTI’s Rental Assistance Program which serves almost 6,000 tenants in the Merrimack Valley and North Shore through the Housing Choice Voucher Program (Section 8) and the Massachusetts Rental Voucher Program. Responsibilities include: Develop, implement and manage the Rental Assistance program including identifying goals and action plans, program monitoring, proposal/grant writing, policy and procedure development; Supervise the Managers of the functions of Inspections, Leased Housing, FSS/MTW, Special Programs, and Quality Control/Contract Compliance; Develop and manage the program budget; Implement internal systems for quality assurance; Ensure that service of the highest quality is delivered via coordinated, collaborative efforts within and across teams; Maintain effective relationships with existing and potential funding sources, local, state and federal officials, and agencies; Identify funding opportunities for new programs and/or expansion of existing programs.

Duties and Responsibilities:

  1. Assist the Division Director of Housing & Homeless Services with the preparation of internal and external reports as required relating to the performance, goals, objectives and progress of each program in the Division; planning, development, preparation and submission of proposals and work plans for new or existing projects with the Division as appropriate.
  2. Assist in the development of overall program services, policies and procedures for the Division.
  3. Oversee all budgets within the Division and monitoring revenues and expenses on a monthly basis.
  4. Assist Program Directors with budget development and monitoring.
  5. Provide supervision of staff including recruitment, supervision, evaluation and leadership as well as the coordination of staff training and development activities. 
  6. Coordinate with the Fiscal and HR Offices for program operations and budgeting.
  7. Prepare electronic submissions for State and Federal Budget Reporting.
  8. Develop and maintain calendar of reporting deadlines to ensure all internal and external program reports are completed accurately and submitted to the appropriate source on or before the due date.
  9. Maintain compliance with Federal, State and local regulations.

Qualifications:

  • Bachelors Degree required 
  • At least five (5) years’ experience in non-profit administration, in Human Services, with supervisory or management experience and oversight for residential services required. 3 years previous supervisory experience required.
  • Demonstrated leadership skills and proven ability to motivate, organize and convene people and groups.
  • Ability to maintain confidentiality within the workplace
  • Strong proven leadership and decision making abilities.
  • Demonstrated ability to handle budgetary matters.
  • Demonstrated ability to comprehend and work with complex governmental regulations. 
  • Ability to effectively supervise, motivate and develop staff.
  • Ability to articulate program goals and policies to participants, other community agencies, and vendors.
  • Experience in program planning and administration.
  • Proficient computer skills required in basic computer software and data collection systems.
  • Excellent organizational, interpersonal, oral and written communication skills.
  • Sensitivity to the needs of the participant population.
  • Good working knowledge of community resources available to low-income individuals and families.
  • Must be able to pass CORI background check
  • Excellent crisis management skills.
  • Bilingual skills (English/Spanish or English/Khmer) a plus.
