Job Description

Housing Corporation of Arlington (HCA) is a 37-year old nonprofit community development corporation with a mission to provide and advocate for decent, affordable housing for low- and moderate-income families and individuals, while promoting social and economic diversity. Our work is currently carried out by a staff of 4 full-time employees with their own responsibilities, but who support each other within a collegiate environment. HCA currently owns 150 units of affordable rental housing in Arlington and provides a range of social services for our tenants and other low-income families in Arlington and the surrounding area. HCA is growing our work. We have a 43-unit affordable housing development in our pipeline and other prospective projects under review. In 2023 we will carry out a capital needs assessment of our housing portfolio and start to make plans for energy retrofits and other significant capital repairs. In 2023 we are also updating some of our internal systems and initiating Tenant Councils at our properties in order to give our tenants a greater voice in how their homes are managed.

 

The Director of Finance and Asset Management will report to and work closely with the Executive Director to manage and oversee HCA’s financial management responsibilities, including those for its nonprofit programs and affordable housing portfolio. HCA’s nonprofit programs are managed separately from its properties. HCA’s third-party property management firm is responsible for the direct financial management of our properties, under HCA’s direction.

 

Responsibilities:

· Manage the sound structure of HCA’s nonprofit financial books and supervise staff to ensure accurate and consistent bookkeeping.

· Staff the HCA Finance Committee; prepare and deliver monthly financial reports to the Finance Committee and the Board of Directors.

· Develop the draft annual HCA operating budget.

· Oversee the completion of annual audits and tax filings for HCA and its real estate affiliates (the latter being heavily supported by property management).

· Finalize written financial management policies for board approval and ensure their implementation. Propose new policies as relevant, in partnership with the Finance Committee.

· Review and approve property budgets and review monthly property financial statements.

· Oversee and direct property management to meet lender financial requirements for operating budgets and for reporting.

· Manage special finance projects such as selection of auditing firm, or review of adequate protection of financial deposit.

· Support real estate or asset management tasks that have a financial component, such as refinancing HCA’s scattered site properties or developing plans to grow properties’ reserves.

· Support organizational wide efforts as appropriate, such as the annual meeting.

 

Qualifications:

· Passion for social justice and drive to work towards justice goals.

· Bachelor’s degree in accounting or other comparable qualifications and experience, including deep working knowledge of accounting and financial management principles and standards.

· At least five years working in financial management or real estate asset management, preferably within the nonprofit field.

· Demonstrated ability to work independently and also collaboratively in order to identify goals, strategies, and work plans.

· Ability to adapt to new circumstances, including organizational change or growth.

· Demonstrated ability to oversee and coordinate activities among multiple partners.

· Demonstrated ability to communicate complex financial matters in ways that are accessible to all.

· Ability to communicate effectively with people of all ethnic, educational, cultural, and economic backgrounds.

· Experience working with real estate preferred.

· Management / supervisory experience preferred.

 

Work Schedule: This position has the option of a work week of between 32 – 40 hours. HCA operates under a hybrid schedule, with full-time employees required to work from our Arlington office at least 3 days per week. Employees may set their own work hours, as long as they are generally working during HCA’s core hours of Monday through Friday, 10 am – 3 pm.

 

Compensation: The salary range for this position is $80,000 - $100,000, depending both on experience and weekly work hours. HCA offers health insurance, sick leave, vacation time, all state and national holidays, and retirement savings through the Commonwealth of Massachusetts’ CORE plan.
