Vaccine Mandate and Testing Protocol: Cambridge Housing Authority requires that all staff either provide proof that they are fully-vaccinated or submit to the Agency "Testing Protocol" requiring a negative COVID-19 test twice-weekly. Any offer of employment will be contingent upon proof of vaccination or agreement to submit to the Agency COVID-19 testing requirements for staff.

Job Summary 

The primary purpose of this position is to support the Director of Leased Housing by administering the Cambridge Housing Authority’s (“CHA” or “Authority”) Leased Housing Programs in accordance with the adopted policies of the Authority, as well as state and federal policies and regulations.  Leased Housing Programs includes the Housing Choice Voucher Program, Massachusetts Rental Voucher Program, Alternative Housing Voucher Program, Shelter Plus Care, Moderate Rehab Program, VASH Vouchers and other assorted program created under the CHA’s authority as a Moving to Work (MTW) agency.  

 All activities must support the CHA’s strategic goals and objectives and produce results that accomplish the goals of the Leasing Housing department.

Education and/or Experience

Bachelor's Degree in real estate, public administration, management, business or related field from a four-year college or university; and a minimum of five (5) years of progressively responsible experience in public housing or assisted housing management, with at least two (2) years experience in a supervisory capacity.  Experience with HUD programs, low-income housing or multi-family housing is required. An equivalent combination of education and experience may be considered.

Technical Skills

To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS Access, and MS Outlook). Ability to learn other computer software programs may be required by assigned tasks.

Essential Duties and Responsibilities 

The below statements describe the general nature and scope of work being performed by this position.   This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

  • Develops, administers, prepares and supervises imple­mentation of the Authority's Leased Housing Programs  in accordance with state and federal regulations and guidelines
  • Supervises other staff in preparation and maintenance of all required records, controls and files for all Leased Housing Programs
  • Coordinates and supervises staff in timely preparation for the taking of applications for the Leased Housing Programs and all related application activities
  • Assists the Director or other administrative staff with preparation and actual marketing activities concerning the Leased Housing Programs
  • Supervises and assists staff in the maintenance of the Authority's official waiting lists for all Leased Housing Programs administered by the Authority including but not limited to the tenant based and project based Housing Choice waiting lists and the Single Room Occupancy (SRO) waiting list
  • Administers all activities and documentation related to emergency applications for the Authority. This includes: supervision of other staff in maintenance of records and controls regarding applications for emergency admittance to either the Leased Housing Programs or Public Housing; preparation and delivery of testimonies at hearings concerned with the emergency process; and preparation or supervision of reports concerned with emergency applications
  • Assists the Director in the creation and implementation of new operating policies, procedures, and forms for the administration of Leased Housing Programs in accordance with established or revised guidelines
  • Acts as a liaison and maintains rapport with the Operations Department to facilitate rental, continued occupancy and grievance resolution in the Leased Housing Program
  • Works with the Leasing Officer III to determine the appropriate level of remedial training or possible discipline needed to enforce accountability
  • Review and monitor PIC submission to ensure accuracy
  • Monitors existing waiting lists and engages in planning activities to ensure adequate number of applicants
  • Keeps up to date on changes in federal and state regulations affecting all Leased Housing Programs
  • Performs other related duties as assigned
