GENERAL DESCRIPTION:

Under the general direction of the Administrator, directs the activities of the Departments in the Fiscal Affairs Division that include Finance and Accounts and Budget. 

 

TYPICAL EXAMPLES OF WORK PERFORMED:

  • Coordinates the activities of the Finance and Budget Departments to ensure that all fiscal functions are successfully carried out and that the BHA is in full compliance with all State, Federal or other reporting requirements.
  • Establishes fiscal controls and manages day-to-day fiscal operations and reporting compliance.
  • Develops and administers financial policies for the Authority which are based on principles of sound financial management practices and consistent with BHA regulatory and financial responsibilities.
  • Provides analysis and discussion (in oral and written forms) of the financial implications related to BHA policy, programs and real estate initiatives.
  • Adapts financial systems to better position BHA for its growing asset management role in public-private partnerships
  • Participates in union contract negotiations and provides analysis, interpretation and discussion of financial aspects and implications of proposed and existing wage schedule, non-cash remuneration and other contract provisions
  • Establishes and maintains external relationships relating to financial matters of the Authority (with banks, funders, auditors, regulating agencies, etc.).
  • Monitors cash balances and forecasts
  • Reviews and makes recommendations related to debt and equity financing.

 

MINIMUM QUALIFICATIONS AND EXPERIENCE:

Advanced degree in Business Administration or a related field. Significant experience with financial systems and oversight. Excellent managerial skills. Knowledge of federal and state accounting and procurement laws applicable to public organizations. Demonstrated skill in directing accounting and budgeting in a large organization, preferably in the public sector. Ability to oversee budget development and budget management. Ability to work effectively with a wide range of people, organizations, and interests. Excellent written and oral communication skills. Knowledge of public and subsidized housing programs preferred. Ability to modernize and reform systems, and make structural changes as needed. Tax Credit certified or willingness to obtain certification. Responsibly handles confidential information. Common sense, personal integrity, and good judgment.
