Job Description

JOB SUMMARY

The Capital Project Manager is responsible for managing capital improvements and major repairs across Plymouth Housing Group's growing portfolio (currently 14 buildings). This position evaluates current conditions of all buildings and systems in coordination with the Director of Facilities to develop annual Capital Budgets and Capital Needs Assessments. The Capital Project Manager will also manage the transition of new buildings from construction into operations. This position works in close collaboration with the Director of Facilities to improve the quality of the Plymouth portfolio.

Plymouth Housing Group is non-profit organization with 160+ employees and an annual operating budget of over $21 million. Our mission is to eliminate homelessness and stabilize homeless and very-low-income people in housing by preserving, developing, and operating safe, decent, affordable housing, and by providing opportunities for homeless and very-low-income people to improve their lives. Plymouth owns and operates 13 apartment buildings in the downtown Seattle corridor, providing permanent homes to over 1,000 people.

 

ESSENTIAL JOB FUNCTIONS:

Project Management

  • Assesses current building conditions, and plans for long-range maintenance in collaboration with Director of Facilities.
  • Prepares annual building Capital Needs Assessments, with assistance from Director of Facilities, and evaluates building reserves to meet CNAs.
  • Manages annual capital budget and provides project management for capital projects (including tenant relocations if necessary) as directed by the Chief Operations Officer, effectively communicates to the Property Management Lead Team and Building Managers regarding project status and ensures timely completion of capital projects.
  • Reports to utility providers and funders on energy usage benchmarks in coordination with Senior Portfolio Manager and others.
  • Establishes standards for materials and equipment for all Plymouth buildings in coordination with IT Manager, Director of Facilities and Director of Property Management.
  • Oversees bidding and selection of outside vendors for capital projects and supports vendor selection for Property Management.
  • Manages larger construction projects stemming from water, fire or other damage from emergency situations.
  • Manages energy efficiency upgrades to properties, including vendor selection and oversight, budget, and reporting.

 

Planning

  • Provides review and input on new development and major rehab construction projects as requested by Director of Real Estate Development and Chief Operations Officer. This may include supporting Real Estate Developers and Associates through:
  • Attendance at meetings with contractors and architects
  • Transfer of new developments to Director of Property Management and Director of Facilities
  • Coordination with utility providers before, during and after construction
  • Develops budgets for rehab construction projects.
  • Oversees energy efficiency upgrades to properties, including grant and funding applications.
  • Manages annual energy benchmarking requirements and provides data analysis to Property Management.

 

Finance

  • Makes budget recommendations on building maintenance and reserve projects.
  • Supports Director of Facilities in maintenance budget development, including analysis of Per Unit Per Year (PUPY) expenses, and explores opportunities for cost savings.

 

Other

  • Performs other related duties as assigned.

 

ESSENTIAL JOB QUALIFICATIONS:

(Any equivalent combination of knowledge, skills, abilities, education, and experience)

 

Education: Bachelor's Degree in related field.

 

Experience: Ten years of experience in multi-family housing facilities, operations, or development.

 

Licensure/Certification: N/A

 

Other Qualifications:

  • Asset management and construction management experience preferred
  • Proficient and experienced with project management software and Microsoft Office applications; particularly Word, Excel, and Outlook. Must be able to work efficiently and effectively with customized databases and technology, and conduct research.
  • Demonstrated strong project management experience.
  • Budget development and oversight of at least $1M annually.
  • Strong written and verbal communication skills, with ability to communicate effectively about technical problems and solutions.
  • Ability to read, analyze, and interpret building plans and construction documentation; and professional knowledge of construction business practices, including permitting, environmental testing, and abatement.
  • Ability to review and negotiate third party contracts with vendors and contractors.
  • Knowledge of building systems and maintenance required.
  • Strong problem-solving and time management skills.
  • Must be highly organized and have the ability to track, coordinate, and communicate numerous projects at any one time.
  • Knowledge of all phases of housing development, including federal, state and local programs and regulations regarding the development of affordable housing, principles and practices of the real estate field, and construction and construction budgeting.
  • Collaborative approach to problem solving as this position will work with Departments across Plymouth.
