The Capital Data and Systems Manager reports to the Director, Bureau of Housing Development and Construction (BHDC) in DHCD’s Division of Public Housing. BHDC provides oversight of the design, development and construction of new public housing units and the modernization of existing units by the individual owner/operator LHAs. The Bureau is responsible for efforts to reduce Public Housing’s “carbon footprint,” especially energy and water use and greenhouse gas emissions. The Bureau also provides technical assistance services for LHAs in the Planning, Design and Construction of affordable units including the maintenance of DHCD’s design and construction guidelines and standards.

The Capital Data and Systems Manager (hereinafter known as “the Manager”) has overall responsibility for developing and administering DHCD’s long-range capital planning and project management systems, and applying knowledge about capital improvement planning, building design & construction to make recommendations to the Director on system improvements to better meet the needs of local housing authorities (LHAs) and DHCD staff utilizing the systems. The Manager oversees the ongoing maintenance and continual improvement of custom software applications, including CapHub, Capital Improvement Management System (CIMS) and the Capital Planning System (CPS), and coordinates with outside software and technical assistance service providers to ensure system updates are completed accurately, on time, and any bugs/defects are corrected.

The Manager oversees documentation, instructions, ongoing technical assistance, training, and support to local housing authorities (LHAs), Regional Capital Assistance Teams (RCATs) and DHCD staff in the effective use of custom capital planning and project management software and related applications.  The Manager works with staff and stakeholders to identify and develop enhancements of custom software applications to meet evolving challenges of administering the public housing capital program. Additionally, the Manager designs and develops reports, worksheets, databases, and other applications to support the operations of the Division. The Manager provides data support and subject matter expertise for BHDC senior managers long-term capital planning.  The incumbent manages the procurement and administration of contracts with technology vendors, technical assistance and training providers and temporary staff augmentation vendors/contractors for all Capital software systems.  The Manager oversees consultants to insure their outputs and deliverables are produced in accordance with their contracts.  The Manager acts as Project Manager for the recurring five year Facility Condition assessment, overseeing consultants work product and coordinating with CPS developer to ensure data integrity.  The Capital Data and Systems Manager supervises two staff.

PREFERRED QUALIFICATIONS:

  1. Experience in the planning, design, development, implementation, maintenance, support and training of custom web based software applications.
  2. Ability to utilize database and data analysis tools, including Microsoft Power BI and Access.
  3. Proficiency with spreadsheet, data visualization software and word processing software.
  4. Ability to maintain software systems, identify issues/bugs, and craft solutions.
  5. Ability to create and edit queries for report building.
  6. Ability to analyze and interpret data to guide programs.
  7. Experience with systems based quality assurance.
  8. Ability to coordinate with third party (outside of DHCD) consulting services and manage consultant deliverables.
  9. Knowledge of project management principles.
  10. Ability to problem solve including analysis of complex procedures and issues, preparation of proposed solutions, arriving at recommended conclusions, proposing appropriate procedures to implement recommendations.
  11. Ability to write, communicate, teach and mentor in a concise and clear manner.
  12. Ability to work independently and in a team setting and meet deadlines with minimal supervision.

This position is currently a telework position. The successful candidate will work remotely but must be flexible and able to perform duties in a shared office workspace as required.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

QUALIFICATIONS:

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
