Inclusionary Housing in the United States: Prevalence, Impact and Practices

A new working paper from the Lincoln Institute of Land Policy examines the prevalence and characteristics of state and local policies that require or incentivize the creation of affordable housing when new development occurs, including impact or linkage fees that generate income for affordable housing.  It also details the gaps in knowledge about these programs.  The largest study to date of such programs, it identified 886 jurisdictions in 25 states with inclusionary housing policies, 89% in three states including New Jersey (45%), Massachusetts (27%) and California (17%).
