In the wake of the mortgage foreclosure crisis, calls have grown for a national housing policy that more evenly balances homeownership and rental housing. As America “rediscovers” the rental option, one could easily forget that for at least the past several decades one in three U.S. households — or more than 37 million households in 2008 — have been renters.

On October 29, HUD published its proposed regulations for implementing the National Housing Trust Fund (NHTF) in the Federal Register. Comments are due by December 28, 2010. To download a copy of the proposed regulations, click here. The Housing Trust Fund Project will send out a summary of the proposed regulations later this week.

Dear CHAPA Members: On behalf of the board and staff, I want to offer my sincere thanks to everyone who worked on the Campaign to Protect the Affordable Housing Law. With your help, we were able to achieve a decisive victory of 58% to 42%, which was the largest margin of any ballot campaign. Over 1.2 million voters and 80% of cities and towns affirmed their support for protecting the affordable housing law for seniors and working families in urban, suburban, and rural communities all across the state. Solving the affordable housing crisis in Massachusettsrequires strong executive leadership that keeps affordable housing a top public policy priority. It also requires multiple strategies that meet a range of needs through both new production and preservation of existing rental and ownership housing for low and moderate income families and individuals, as well as establishing channels to facilitate the production of housing for all income levels. In this policy paper, CHAPA recommends the following housing policy strategies to gubernatorial candidates:

Foreclosure petitions reached the highest number in more than a year in August, while foreclosure deeds increased for the eighth straight month in Massachusetts, according to The Warren Group, publisher of Banker & Tradesman.
