South Middlesex Opportunity Council (SMOC) was founded in 1965 with the mission to improve the quality of life of low-income and disadvantaged individuals and families by advocating for their needs and rights; providing services; educating the community; building a community of support; and participating in coalitions with other advocates and searching for new resources and partnerships.  SMOC is the leading developer of low-income housing for both individuals and families in the Commonwealth, federally certified as a Community Action Agency for the greater MetroWest and Blackstone Valley area and federally certified as a Community Development Housing Organization (CDHO) and Public Housing Agency (PHA). SMOC has been a member of the Massachusetts Homeownership Collaborative since the initiative was started in 1996 and is a recipient of the Collaborative Seal of Approval, qualifying the agency as a Homebuyer Counseling Agency.
